Who is affected: persons subject to military service, enterprises, institutions, and organizations 

Summary: 

  • the MPs propose to introduce the concept of “economic military reservation” in transitional provisions to the draft bill On Industrial Policy and Real Sector Economic Predictability and amendments to the Tax Code 
  • reservation will apply to: 
    • employees subject to military service for whom the employer will pay a monthly military tax of 20,400 UAH, provided the employer has no salary, tax, or other debts 
    • individual entrepreneurs subject to military service (and their employees), who will have to pay a monthly military tax of 20,400 UAH and have no debts. The reservation will apply to entrepreneurs active for at least a year and with income that exceeds 61,200 UAH per month. 

What is wrong: 

  • economic military reservation is discrimination based on property status, which violates Article 24 of the Constitution that prohibits privileges or restrictions based on race, color of skin, political, religious and other beliefs, sex, ethnic and social origin, property status, place of residence, linguistic or other characteristics 
  • the bill undermines the constitutional duty to defend the state 
  • if adopted, it will negatively affect morale in society and the army 
  • there will be a negative impact on the mobilization 
  • provisions on the reservation are included in the transitional provisions to the draft bill On Industrial Policy and Real Sector Economic Predictability to avoid its consideration by the Committee on National Security, Defense, and Intelligence.
