Summary:
- it will be allowed to discharge to the reserve conscripts whose term of service ended during martial law
- for the demobilization of conscripts, a separate presidential decree will be required
- it will be prohibited to mobilize the demobilized conscripts within 12 months after being discharged to the reserve unless they volunteer to continue their service.
What is right: service members who have served their conscription term during martial law will have the option to be discharged to the reserve
Background information: on January 30, 2024, the Verkhovna Rada adopted in the first reading the draft bill submitted by the Cabinet on changes to the rules regulating military service, mobilization, and military registration. MPs submitted over 4000 amendments to this bill before the second reading
