Presidential decree #149/2024 of March 7, 2024

Status: in effect since March 7, 2024 

Who is affected: the Armed Forces of Ukraine, National Guard, State Border Service, conscripted service members, and the Ministry for the Development of Communities, Territories, and Infrastructure 

Summary: 

  • the demobilization of conscripted service members will be conducted from April to May 2024 
  • the Ministry for the Development of Communities, Territories, and Infrastructure is ordered to provide transportation for demobilized service members based on requests from the Ministry of Defense and the Ministry of Internal Affairs. 

What is right: the decree solves the issue of demobilizing conscripted service members who served for almost two years over specified terms due to martial law declared in Ukraine. 

Background information: on February 23, 2024, the Verkhovna Rada adopted a law, permitting conscripted service members to be discharged to the reserve. They had been serving since 2021 and were rarely involved in active hostilities due to their young age. The President’s decree on demobilization was required for the law to take effect.
