Status: sent for review to the Committee of the Verkhovna Rada on Finance, Taxation, and Customs Policy 

Who is affected: the State Customs Service of Ukraine, Armed Forces of Ukraine, other military units, service members, and persons discharged from military service 

Summary: 

  • import duty (10% of the customs value of the vehicle) on cars will be reduced or canceled for members of the Defense Forces of Ukraine: 
    • half of the import duty on cars will pay individuals who are or were members of the Defense Forces and served during martial law for at least 36 months 
    • individuals who are or were members of the Defense Forces and served during martial law for at least 24 months (of which at least 12 months on combat missions), as well as those who were released from captivity (except for those who surrendered willingly), will not pay import duty on cars. 
  • an individual eligible for the benefit will be able to use it once every five years to buy one vehicle 
  • benefits proposed by the bill do not apply to vehicles from Russia, Belarus, or the temporarily occupied territory of Ukraine 
  • benefits proposed by the bill will also not apply to cars, the average market value of which exceeds two million UAH. 

What is right: the bill proposes additional social guarantees for service members and veterans. 

Background information: on August 22, 2023, a group of MPs with Dmytro Razumkov as the first signatory submitted two bills to the Verkhovna Rada (#9639 and #9640) proposing regulations on the import of cars for service members, combat veterans, and people with disabilities caused by war. Both bills are under review by the Committee of the Verkhovna Rada on Finance, Taxation, and Customs Policy.
