Who is affected: service members of the Armed Forces of Ukraine, National Guard, Security Service, intelligence agencies, State Border Guard Service, State Special Communications and Information Protection Service, State Transport Special Service, State Guard Service, as well as military personnel seconded to the Ministry of Education and Science and State Space Agency 

Status: in effect since September 4, 2024 

Summary: 

  • to receive compensation for subletting housing, service members no longer need to provide information from the State Register of Real Property Rights and copies of residence registration certificates 
  • it will be the responsibility of the commander to collect documents for compensation, not the responsibility of service members 
  • the information about the ownership of the real estate will be checked by the commander of the military unit or the head of the division, agency, or institution responsible for the decision on compensation payment 
  • the military unit commander will be required to verify the housing conditions of service members 
  • if a soldier is entitled to multiple types of housing compensation, they may only receive payment for one of them, at their choice 
  • if compensation is paid by mistake, the military must return the funds, and if they disagree, the issue will be resolved in court. 

What is right: the resolution simplifies the process for military personnel to receive compensation for housing rental.
