Resolution of the Verkhovna Rada #11163 of April 11, 2024
Cosponsors: a group of 13 MPs from the factions Servant of the People, Batkivshchyna, European Solidarity, and Holos and groups For the Future, Trust, Restoration of Ukraine, and Platform for Life and Peace with Davyd Arakhamia as the first signatory
Status: in effect since April 11, 2024
Who is affected: the Armed Forces of Ukraine, National Police, Security Service of Ukraine, Foreign Intelligence Service, and other military units
Summary:
- service members fighting at the front line will receive an additional combat pay of 70,000 UAH
- this bonus will be paid for every 30 days of active participation in combat both at the front line and on enemy territory
- the Cabinet is obliged to draft and submit to the Parliament a bill on the rotation of service members, their discharge from military service, and medical and social rehabilitation.
What is right: the resolution addresses the issue of the rotation of service members, their discharge from military service, and subsequent rehabilitation.
What is wrong: the state, due to limited financial resources, will not be able to fulfill the obligations regarding additional combat pay proposed in the resolution. The failure to provide the promised bonuses will negatively affect the morale and trust in state institutions.
Alternative solution: lower the amount of combat pay to the level feasible considering the limited financial resources of the state.
