Decision-maker: the Ministry of Strategic Industries of Ukraine

Who is affected: employees of enterprises, institutions, and organizations working with Defense Forces on defense-related goods and services

Summary: enterprises that are important to the national economy can reserve more than half of their employees, regardless of their military registration specialty, provided that:

  • they are contractors or subcontractors on a state contract with a state customer in the defense sector or an agreement for the production of defense goods funded by off-budget sources
  • they receive grants from the state under the Ukrainian military technology development program (Brave1), as approved by a resolution.

What is right: the resolution will allow defense enterprises to have sufficient qualified employees for the production and supply of necessary weapons and equipment for the Armed Forces of Ukraine.

The resolution allows to reserve employees of enterprises working with Defense Forces and it does not apply to those who supply their products through volunteer procurements, since such volunteer supplies can pertain to practically anything. Background information: on April 11, 2024, the Verkhovna Rada of Ukraine passed a mobilization law with the deferment and reservation procedure for persons subject to military service. Previously, the Ministry of Strategic Industries had published clarifications on the reservation criteria and procedure.
