Who is affected: the Ministry for Communities, Territories, and Infrastructure Development, Kyiv Oblast State Administration, Department of Regional Development of Kyiv Oblast State Administration, local councils, and residents of Irpin, Borodianka, Hostomel, villages Buzova and Myla
Summary of the
- budget for the reconstruction of 18 high-rise buildings in Irpin, Borodianka, Hostomel, villages Buzova and Mila is increased by ₴173 million
- the deadline for the reconstruction is extended until the end of 2024
- Kyiv Oblast State Administration is designated as the chief manager and executor of the budget program while the lower level manager is its Department of Regional Development. Before, the chief manager was the Ministry for Community, Territory, and Infrastructure Development.
What is right: “decentralization” of the reconstruction process. Now the Ministry will not directly manage the funds.
What is wrong: most likely, the reconstruction will be managed by deputy heads of oblast state administrations for regional reconstruction, as we described in one of our previous digests. So instead of real decentralization of the reconstruction process, we will get a virtual one, where Oleksandr Kubrakov, the Minister for Communities, Territories, and Infrastructure Development, will have control over the whole process.
What else: considering the importance of reconstruction and its decentralization, the Centre of United Actions has issued its position on the post-war reconstruction of Ukraine.
