Who is affected: conscripts, women volunteering to undergo basic military service, and territorial recruitment and social support centers (recruitment centers)
Summary:
- women who decide to voluntarily undergo basic military service will be registered before joining it. After completion of the service, they will be listed as persons subject to military service
- male citizens who turn 17 will be registered for military service from January 1 to July 31. Their data will be included in the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists either online (via electronic identification and data confirmation in the conscript’s online cabinet) or during their visits in person to recruitment centers
- the following reasons for failing to undergo identification in the online cabinet or failing to attend the recruitment center will be recognized as legal and valid:
- illness of the citizen
- natural disaster
- being in temporarily occupied territories of Ukraine during a special period where active hostilities are taking place
- other circumstances that prevented the person from registering for military service
- these circumstances must be confirmed by documents from the relevant authorized state bodies
- if citizens do not register for military service in time, they will be able to do so only in person: they will have to visit the recruitment center. In addition, they may be fined for delay in registration
- if conscripts violate military registration rules, they will have to pay a fine from 3,400 to 5,100 UAH. For a repeated violation, the fine will be increased: from 5,100 to 8,500 UAH. During a special period (such as during wartime), the fine will be increased significantly: from 17,000 to 25,500 UAH.
What is right: the bill addresses the procedural gaps in the registration process for persons subject to military service who will undergo basic military service as well as the registration of women who wish to join basic military service.
