Summary: 

  • humanitarian aid is now recognized under a declarative principle (i.e., based on the submitted declarations) for vehicles brought into Ukraine for the needs of state and municipal hospitals or establishments authorized by the Ministry of Health to receive free medications and equipment for wartime assistance 
  • the resolution excises duty-paid passenger vehicles, their bodies, trailers and semi-trailers, motorcycles, vehicles designed for the transportation of 10 or more people, and freight transport vehicles. 

What is right: new rules will expedite the import and processing of vehicles, which is critically important in emergencies for healthcare establishments. 

Why this is important: the declarative principle for recognizing humanitarian aid means that additional permits or bureaucratic procedures are no longer required for importing the vehicles in question. This significantly simplifies and accelerates the delivery of necessary items to where they are most needed, especially during crises or wartime conditions.
