What is right: the bill will allow small factions and groups to continue functioning even when the number of MPs elected in single-mandate constituencies is reduced due to various circumstances and elections cannot be held while martial law is in effect.
Background information:
On December 8, 2023, the Verkhovna Rada terminated the powers of three MPs: Maksym Yefimov (Revival of Ukraine group), Dmytro Shpenov (independent), and Vitalii Danilov (Batkivshchyna faction). Now, there are only 401 MPs in the Ukrainian parliament.
