Who is affected: Special Anti-Corruption Prosecutor’s Office and National Anti-Corruption Bureau 

Summary of the bill: 

  • MPs propose to cancel the exemption from criminal liability due to the expiration of statutes of limitations for severe and especially severe corruption offenses committed while martial law is in effect 
  • for severe and especially severe crimes, the limitation period will be suspended until martial law ends. For these cases, the limitation period will be resumed from the day when martial law is officially over 
  • a number of shortcomings will be removed from the criminal procedural legislation: 
    • deadlines of pre-trial investigation up to the moment when a person is informed that he or she is a suspect will be removed; the procedure for extending the deadline of pre-trial investigation after a person is informed of being a suspect will be changed 
    • the number of legal defenders of a person during the pre-trial investigation will be limited (to five) 
    • it will be possible to hold a court hearing if at least one defender of the accused is present. 

What is right: 

  • the bill will ensure the principle of inevitability of criminal punishment for committed corruption crimes 
  • it will make procedural manipulations during the pre-trial investigation of corruption offenses impossible and positively influence the fight against corruption in the country.
