Decision-maker: the Cabinet of Ministers 

Status: in effect since December 6, 2024 

Who is affected: schoolchildren, students, private, municipal, and state institutions of general secondary, vocational (technical), specialized, and pre-professional higher education, the Ministry of Education and Science, the Ministry of Defense, and local self-government bodies 

Summary: 

  • the Cabinet approved the procedure for conducting basic general military training 
  • all citizens of Ukraine obtaining specialized secondary education must undergo this training, regardless of gender 
  • in organizing and conducting the training, all students are provided with equal rights and opportunities, regardless of gender, race, skin color, ethnic origin, religion, social status, health status, or any other characteristics that do not affect professional abilities and potential 
  • the goals of basic general military training are: 
    • to form national identity and civic consciousness 
    • to develop respect for military service 
    • to teach the basics of safety and state defense 
    • to prepare youth for service in the army and other security bodies 
  • basic general military will be taught in the class Defense of Ukraine 
  • organization and control over basic general military training are the responsibility of the Ministry of Education and Science, Ministry of Defense, and other central executive bodies, oblast and Kyiv city state administrations (military administrations) managing the respective educational establishments 
  • teaching positions for basic general military training will be filled by people with higher education and professional qualifications, with preference given to discharged military personnel, war veterans, and veterans of military service 
  • local government bodies, based on proposals from local communities and educational bodies, might establish special centers at educational establishments for teaching the Defense of Ukraine. 

What is right: 

The establishment of a clear procedure for conducting basic general military training is crucial, as it creates a mechanism for systematic and effective preparation of youth for potential military service. Additionally, it helps cultivate civil defense skills, patriotism, national consciousness, standardize the educational process, increase citizens’ readiness to defend the country in times of war or other threats, and create a unified teaching methodology that considers current challenges and state needs during wartime. 

Background information: 

On June 20, 2024, a law improving the system of basic general military training came into effect. According to this law, the Cabinet developed and approved the procedure for conducting basic general military training.
