Who is affected: orphaned children and children deprived of parental care 

Summary: the bill improves the procedure regarding one-time financial assistance of six living wages (17 520 UAH as of January 1, 2024) to orphaned children and children deprived of parental care: 

  • stipulates that the recipient of such assistance is supposed to be unemployed (in the current version, this issue is not regulated clearly) 
  • school graduates will be paid this one-time assistance within 60 days after receiving their full secondary education certificate, vocational school graduates — within 60 days after receiving their diploma 
  • one-time assistance of six living wages will also be paid to students aged 18 to 23 years who lost their parents (if their parents died, were declared dead, were killed, or went missing) 
  • the assistance will be paid by educational establishments where the recipients of the assistance study at the expense of the government budget 

What is right:  

  • one of the most vulnerable groups of citizens will get more support from the state 
  • the bill specifies requirements, the order, amount, and procedure for one-time financial assistance payments for orphaned children and children deprived of parental care.
