Cabinet resolutions #534-p of June 16, 2023, #609 of June 16, 2023, and #617 of June 19, 2023

Who is affected: victims of the Russian armed aggression, the Ministry for Communities, Territories, and Infrastructure Development, the State Agency for Infrastructure Restoration and Development, oblast state administrations mentioned in the resolutions
Summary of the resolutions:
- ₴6.6 billion (non-repayable) is allocated from the Fund for the Liquidation of Consequences of the Armed Aggression to the Ministry for Communities, Territories, and Infrastructure Development for a new budget program to provide subsidies from the state budget to local budgets for the implementation of projects aimed at the liquidation of the consequences of armed the aggression
Funds are allocated for projects in Zhytomyr, Zaporizhzhia, Kyiv, Mykolaiv, Odesa, Sumy, Kharkiv, and Kherson oblasts. The provided funding will be for the most part used for the reconstruction or repair of schools, hospitals, residential buildings, heating networks, and other facilities
- Kherson Oblast State Administration:
- about ₴1 billion (non-repayable) is allocated from the Fund for the Liquidation of Consequences of the Armed Aggression for a new budget program for the reconstruction of residential real estate damaged or destroyed as a result of the Kakhovka HPP dam explosion and compensation for this real estate
- Vinnytsia, Volyn, Zakarpattia, Kirovohrad, Lviv, Poltava, Rivne, Ternopil, Khmelnytskyi, and Cherkasy oblast military administrations are required to ensure the deployment of over 15 employees to the Kherson region to help to document the facts of damage or destruction of residential real estate
- in the course of the execution of this resolution, some provisions of Cabinet resolutions regarding the procedure for using government budget funds will not apply
- State Agency for Reconstruction and Infrastructure Development:
- ₴10 billion is allocated from the Fund for the Liquidation of Consequences of the Armed Aggression for a new budget program of construction, repair, and other technical measures to protect the critical infrastructure of the fuel and energy sector
- a list of construction projects, repairs, and other technical measures for the protection of critical infrastructure is approved but available only for official use
- in the course of the execution of this resolution, some provisions of Cabinet resolutions regarding the procedure for using government budget funds will not apply.
What is right:
- prompt response to the damage caused by the destruction of the Kakhovka HPP dam
- launch of the restoration of critical infrastructure of the fuel and energy sector
- launch of reconstruction projects in communities of oblasts affected by the Russian armed aggression.
What is wrong:
- certain requirements from Cabinet resolutions concerning the procedure for using budget funds were ignored. This fact violates the integrity of the state financial system
