Cabinet resolution #732-p of August 22, 2023

Status: in effect since August 22, 2023

Who is affected: victims of armed aggression by Russia, the Ministry of Defense, and the Ministry of Finance.

Summary of the resolution:

· the Ministry of Defense will get ₴275 million from the Fund for liquidating consequences of the armed aggression for a new budget program Ensuring the Work of the Armed Forces of Ukraine

· the Ministry will be allowed to use funds for the reconstruction of educational buildings, sleeping quarters, and auxiliary buildings of the Military Lyceum of the National Academy of Ground Forces in Chervonohrad, Lviv oblast.

What is right: the restoration project for the needs of the Armed Forces has been launched.

What is wrong: since there is no unified reconstruction plan, funds are allocated ad hoc. As a result, they are used with questionable efficiency and there are risks of power abuse in connection with the distribution of funds. Restrictions imposed under martial law, including the closure of state registers and restrictions on freedom of speech, do not allow media and NGOs to effectively control the use of public funds.

Alternative solution: to develop a unified strategy for the reconstruction of Ukraine and plan the work of the Fund accordingly. Reconstruction should be timely, efficient, just, and data-driven. Our position on the issue is outlined here.
