Decision-maker: the Cabinet of Ministers of Ukraine

Who is affected: the Ministry of Internal Affairs, the Ministry of Finance, and the State Emergency Service 

Summary: 53 million UAH from the Fund for Liquidating the Consequences of the Armed Aggression will be allocated to the Ministry of Internal Affairs (for the State Emergency Service) for the budget program Ensuring the Activities of Civil Defense Forces to implement the following projects: 

  • construction of the command and dispatch post of the Nizhyn Airfield 
  • major repairs of the fire depot building for six exits in Chernihiv 
  • the development of documentation for the design of the State fire and rescue post of the main administration of the State Border Guard Service in the Kherson region in the village of Vysokopillia. 

What’s right: the order helps to improve the infrastructure of civil defense objects. 

What’s wrong: there is no unified reconstruction plan, so funds from the Fund are allocated inconsistently. This will lead to their inefficient use and facilitate corruption risks. Wartime restrictions, in particular, the closure of registers and restrictions on freedom of speech, media and civil society organizations, in turn, will not be able to effectively control the use of public funds provided by the Fund. 

Alternative solution: to develop a unified strategy for the reconstruction of Ukraine and plan the work of the Fund on its basis. Reconstruction must be timely, effective, fair and based on a unified and comprehensive data system. More details about our position can be found here.
