Who is affected: veterans, their children, children of veterans killed in action, private medical establishments, and private educational establishments 

Summary of the bill: 

  • veterans, their children, and children of veterans killed in action will be granted the right to free medical services and education, including preschool, school, and extracurricular education 
  • private medical and educational establishments will be obliged to provide services to veterans, their children, and children of veterans killed in action at their own expense 
  • private educational establishments will be obliged to have at least one pupil that is a child of a veteran or veteran killed in action in each group and provide them with educational services for free. 

What is wrong: 

  • if the bill is adopted, it will cause social discrimination against veterans, their children, and the children of veterans killed in action since it establishes the obligation to educate and treat them at the expense of private medical and educational establishments. The discrimination will be caused by the fact that the law will force to provide education and healthcare for the persons in question by increasing the cost of services for other people who receive educational or medical services 
  • the bill is de facto introducing an unjust additional tax in kind for private medical and educational establishments 
  • the bill is of a populist nature. It is an attempt to shift social responsibility for supporting veterans and their children from the state onto private medical and educational establishments. 

Alternative solution: allocate funding from the government budget for the education, treatment, and rehabilitation of veterans, their children, and children of veterans killed in action.
