Who is affected: MPs and their assistants 

Summary: 

  • the bill proposes to increase the joint salary fund for MP’s assistants from 88,000 to 132,000 UAH (note: this is the total amount for all assistants of an MP, not per assistant) 
  • the additional expenses are supposed to be covered with savings in the salary fund due to the absence of annual paid leaves for MPs and the reduction in the actual number of MPs from 423 at the beginning of the year to 401. 

What is right: according to the law, an MP can have up to 31 assistants who work under fixed-term employment contracts and are paid from the joint salary fund. Thus, the salary fund of one MP is divided among all his or her assistants. The proposed increase in assistants’ salaries does not alter the overall funding of the Verkhovna Rada for 2024, meaning no additional government budget expenses. 

What is wrong: although the implementation of the bill will not require additional funds from the government budget in 2024, expenses for assistants’ salaries will increase starting from 2025. 

Alternative solution: introduce non-financial incentives for MPs’ assistants, such as social or educational benefits.
