Who is affected: service members, their families, military chaplains, and police officers
Summary:
- the rules will be clarified regarding the right of service members to obtain, use, and disseminate information, excluding the right to disseminate sensitive information about military units, their location, and operations
- the provision of food, clothing, and other supplies for service members will cover also reservists and conscripts if necessary for training of special gatherings
- service members will be granted a one-time paid leave in case of a child’s birth
- the rights of service members to health protection and medical assistance will be extended:
- continuous treatment and medical leave duration will be at least ten days but no more than twelve months in a row
- if there is a corresponding decision by a military medical commission on the need for prolonged treatment, the total time of continuous stay of a service member for treatment abroad may exceed four months
- service members, both women and men, who are raising a child without a spouse, will be released from their duties to care for a sick child (up to 14 years of age). For ambulatory treatment — for no longer than 14 days, if the child is hospitalized — for the entire treatment period
- the list of persons who receive a one-time financial assistance after being dismissed from the service will be expanded with the following people:
- those who signed a contract for a term until the end of the special period or until demobilization is declared and served at least 24 months under contract
- those serving under a contract extended beyond the established deadlines — until the end of the special period or until demobilization is declared and served at least 18 months from the date of extending the contract
- the following activities will be recognized as pensionable service on preferential terms:
- time spent in military service during a state of war — one month of service for two months
- the time of direct participation in ensuring national security and defense — one month of service for three months
- time participating in combat operations during the state of war — one month of service for four months
- time spent in captivity for those who did not surrender voluntarily if the person who was captured directly participated in ensuring national security and defense and did not commit a crime against peace and humanity in captivity — one month of service for five months
- discrimination on the grounds of gender or sexual harassment at work will be prohibited
- criminal or administrative penalties will be introduced for improper control of the quality of the provided goods or items by relevant authorities
- service members will have the right to appeal for appointment or recalculation of the pension during the state of war by a written application, certified by the commander of the military unit
- persons who belong to religious organizations affiliated with the aggressor state will not be allowed to become military chaplains
- not only officers who signed a contract but also civilians will be allowed to be military chaplains.
What is right:
- limits the right of the military to disseminate information that may threaten national security
- increases service members’ time for medical treatment, including abroad
- provides the opportunity for certain service members to care for a sick child
- expands the list of people who receive one-time financial assistance when dismissed from the service
- clearly regulates the criteria for counting years of service to determine the pension amount on preferential terms
- prevents violations related to gender discrimination or sexual harassment at work
- introduces penalties for violating the requirements for the quality of humanitarian aid
- defines the mechanism for a service member to appeal for the establishment or recalculation of a pension
- doesn’t allow representatives of religious organizations affiliated with the aggressor state to become military chaplains.
