Cabinet resolution #1555 of December 31, 2024
Decision-maker: the Cabinet of Ministers
Status: in effect since January 4, 2025
Who is affected: the Ministry of Social Policy, internally displaced persons, state non-commercial enterprise Truskavets Sanatorium Batkivshchyna, state non-commercial enterprise Myrhorod Sanatorium Slava, and the National Social Service of Ukraine
Summary:
- several categories of internally displaced persons in difficult life circumstances will be able to receive support and temporary housing in state sanatoriums Batkivshchyna in Truskavets and Slava in Myrhorod
- this option will be accessible to IDPs who are elderly people or people with disabilities. The priority will be given to those who were evacuated or left combat zones or occupied territories, as well as those whose housing has been destroyed or deemed uninhabitable, as confirmed by the data from the State Register of Damaged and Destroyed Property
- to apply for this social service, a certificate of registration as an internally displaced person is required
- assistance and accommodation will be paid for by the National Social Service of Ukraine from the government budget
- to apply for the service, a person has to submit an application to a starosta or a dedicated specialist at the place of residence
- the project is experimental and will last from January 1, 2025, to December 31, 2025.
What is right:
implementation of the resolution will help provide support to people in difficult circumstances caused by the war or its consequences. Temporary placement in sanatoriums ensures basic living conditions and helps with their physical and psychological recovery.
What is wrong:
temporary accommodation in sanatoriums is only the first step in addressing urgent housing and basic needs issues. However, true integration and recovery of internally displaced persons require comprehensive support from the state.
Alternative solution:
to introduce comprehensive support for internally displaced persons and people in difficult circumstances due to war or its consequences, which will include psychological assistance, medical rehabilitation, social integration, and financial support. This will create conditions for long-term recovery, self-actualization, and return to normal life.
