Who is affected: conscripts, persons subject to military service, and reservists, the Ministry of Defense, Ministry of Digital Transformation, Ministry of Justice, Ministry of Internal Affairs, Ministry of Foreign Affairs, Ministry for Veterans Affairs, State Tax Service, State Border Service, State Migration Service, and territorial centers of staffing and social support 

Summary of the bill: 

  • conscripts, persons subject to military service, and reservists will be able to access their personal online cabinets and find all up-to-date information about themselves 
  • the following bodies will be allowed to exchange information from their registries: 
    • Ministry of Justice 
    • Ministry of Internal Affairs 
    • Central Election Commission 
    • State Tax Service 
    • State Migration Service 
    • Ministry for Veterans Affairs 
    • Ministry of Foreign Affairs 
    • State Border Service 
  • more personal data will be logged in the Registry, including proficiency in foreign languages, driver’s licenses, permits to possess and use weapons, etc. 
  • more service data will be included about conscripts, persons subject to military service, and reservists: 
    • fact of being in service 
    • military specialty 
    • undergoing military medical commission 
    • undergoing alternative service 
    • participation in combat actions. 

What is right: 

  • many procedures will be simplified making life easier for the military. In particular, it will be easier to establish the status of a combat veteran 
  • the state will spend less resources to organize proper mobilization work and while interacting with conscripts, persons subject to military service, and reservists. 

What is wrong: 

  • state agencies will collect and aggregate more personal data in one system. There will be a significant risk of leakage of highly sensitive personal data of service members. 

Alternative solution: 

  • to postpone the launch of the system until martial law ends. 

Background information: 

  • in 2017, the Law on the Unified State Registry of Conscripts, Persons Subject to Military Service, and Reservists was adopted. To populate it, the Central Election Commission allowed a one-time download of personal data. The information system was named Oberih (Amulet). In December 2022, the Cabinet approved a new procedure for keeping military records, including the procedure for managing Oberih. This system regulates the military registration of Ukrainian citizens. 
  • The holder of Oberih is the Ministry of Defense. The administrators of the system are the General Staff, the Security Service, the Main Intelligence Directorate of the Ministry of Defense, and the Foreign Intelligence Service of Ukraine. The system is run by territorial centers of staffing and social support, SSU and Foreign Intelligence Service departments. It is expected that this system will be fully operational in the autumn of 2023.
