Who is affected: citizens of Ukraine, foreigners, and stateless persons who are legally residing in Ukraine and are parents or guardians of a child 

Summary: 

  • during the period of martial law and for three months after it ends, the “municipal nanny” program applies to citizens of Ukraine, foreigners, and stateless persons who are legally residing in Ukraine and are parents or guardians of a child and take care for: 
    • a child with a disability or a seriously ill child under six 
    • a child under six if one of the parents or guardians is a person with a disability of group I or II 
    • a child under three if one of the parents or guardians is an internally displaced person 
    • a child under six living with parents or guardians in a community where kindergartens are not operating due to security considerations 
  • family members cannot act as municipal nannies. A “municipal nanny” must be an individual entrepreneur or a legal entity and under an official agreement 
  • if the applicants (parents or guardians) are internally displaced persons or live in a community where kindergartens are not operating due to security considerations, they must meet at least one of the following criteria: 
    • work under an employment contract 
    • be an individual entrepreneur 
    • undergo retraining or improve their qualifications 
    • be registered as unemployed for no more than six months 
    • participate in public works 
    • serve in the Ukrainian Defense Forces 
  • the right to reimbursement under the “municipal nanny” program is lost in cases of dismissal from work, completion of retraining or qualification improvement, taking childcare leave, or the resumption of operations of kindergartens in the community where the child lives 
  • reimbursement for the “municipal nanny” service is granted for the duration while the childcare is required but not longer than until the child turns three or six years old. 

What is right:  

  • the Cabinet expanded the opportunities to use the “municipal nanny” program for internally displaced persons, parents of children with disabilities, and seriously ill children 
  • there will be no barriers for parents to work 
  • children will receive proper care.
