Summary: the decree enacted the decision of the National Security and Defense Council, which approves:
- support for the proposal submitted by the Cabinet on the creation of the Unmanned Systems Forces within the Armed Forces as a separate branch
- the Cabinet must, within a month, submit proposals to the Verkhovna Rada regarding the creation of the Unmanned Systems Forces within the Armed Forces as a separate branch.
What is right: the decree brings the creation of the Unmanned Systems Forces closer.
What is wrong: lengthy process of creating the Unmanned Systems Forces. The President can independently submit a bill to amend the Law on the Armed Forces of Ukraine to create the Unmanned Systems Forces after consultations with the General Staff.
Alternative solution: the President should submit a bill to amend the Law on the Armed Forces of Ukraine regarding the creation of the Unmanned Systems Forces.
Background information: in February 2024, the President ordered the Cabinet in consultations with the General Staff of the Armed Forces to work on the creation of the Unmanned Systems Forces within the Armed Forces as a separate branch and, based on the results, to submit the relevant proposals for consideration by the National Security and Defense Council.
