Who is affected: men aged 18 to 60 involved in transporting medical cargo and humanitarian aid, the Ministry for Community and Territories Development, oblast military administrations, and the Kyiv City military administration 

Summary: 

  • the Ministry for Community and Territories Development, oblast military administrations, and the Kyiv City military administration will not be able to apply via the Shliakh system for the permits to cross the border for drivers transporting cargo for the needs of the Armed Forces and other military units, medical cargo, or humanitarian aid. 

What is right: the Shliakh system allowed drivers to receive special permits for crossing the border to transport humanitarian cargo. However, there have been documented cases of abuses where these permits were used for unintended purposes. The cancellation of such permits is aimed at preventing such violations. 

What is wrong: the cancellation of special permits may delay or complicate the delivery of humanitarian aid and medical cargo, as drivers now have to obtain permits on general grounds. 

Alternative solution: before canceling the previous system, it was necessary to implement a transition period to develop new mechanisms that ensure an effective border-crossing procedure for drivers involved in the transportation of critically important goods.
