Who is affected: persons subject to military service, service members, the Ministry of Defense, territorial centers for recruitment and social support, and military medical commissions
Summary:
- medical examinations are not required for people with a valid deferment, except in cases if a person signs a contract or is willing to undergo the examination
- persons subject to military service summoned for data clarification may be referred to the MMC if there is no previous valid conclusion from the commission. They can also apply for a medical examination voluntarily
- a person can create an electronic referral to the MMC via the Unified State Register of Persons Subject to Military Service:

- it can be generated online and signed with a qualified electronic signature

- the referral can be printed and handed to the person subject to military service in person (they have to sign to confirm its receipt). Such a referral must contain a QR code to verify its authenticity
- persons subject to military service who wish to serve in their chosen military unit can receive a referral to the MMC not only at a center for recruitment and social support but also directly from the unit commander or recruitment center head
- persons subject to military service over 45 years old will not be directed to airborne, special forces, or marine units.
What is right: persons subject to military service will be able to undergo the MMC without visiting a territorial center for recruitment and social support for a paper referral.
What is wrong: the resolution does not regulate the issue of whether a referral to the MMC can be obtained directly from the unit commander or recruitment center head on the recruitment center’s premises in cases, for example, when an individual is brought in from the street.
Alternative solution: to regulate the procedure for referral to the MMC in cases where an individual is brought to the recruitment center from the street or in other similar situations.
