Who is affected: persons subject to military service, commanders of military units, units of the Security Service of Ukraine, and territorial recruitment and social support centers (recruitment centers)
Summary:
- persons subject to military service who wish to serve in a specific military unit will be directed to undergo examination by a military medical commission (MMC) by the head of the relevant recruitment center. Persons subject to military service wishing to enlist in the Security Service (SSU) will be directed to the examination by an MMC under the procedure defined by the head of the SSU
- commanders of military units included in a special list by the General Staff will be allowed to independently conscript individuals who wish to serve in their units
- heads of units, bodies, and establishments of the SSU included in the General Staff’s list will be allowed to independently mobilize individuals who wish to serve there
- person subject to military service wishing to serve in their chosen military unit will be conscripted based on a handwritten application addressed to the commander of the unit
- the commander of the military unit will determine the degree of the individual’s fitness for service and make the decision to conscript them or refuse.
What is right:
- the bill simplifies the process of conscription for service during mobilization
- certain units will be able to independently recruit the specialists they require. This will help in attracting qualified civilian professionals with relevant specialties into service.
What is wrong: the bill reduces the capacity of the General Staff to manage the distribution of reinforcements for military units.
Alternative solution: the General Staff should have the power to define priorities in the staffing of military units.
