Problem description
The executive branch in Ukraine is ineffective – it is unable to develop and implement quality solutions to overcome social problems in the interests of citizens.
Decisions of the current state authorities often contradicted the Constitution or were made by authorities beyond their powers. During 2020, analysts of the Center of United Action recorded at least one such fact in each weekly analytical digest.
Government decisions are not perceived by local executive authorities as mandatory. A vivid example is the varying effectiveness of the work of local executive authorities in the process of implementing the second stage of the healthcare system reform.
The work of the authorities in Ukraine is not aimed at solving the problems of society regardless of the change of elites. 25-65% of citizens believe that the situation in the most problematic areas has only worsened during the year of the mono-government. And the way in which the authorities tried to solve the problems often did not take into account the interests of those groups that suffer the most from these problems.
Citizens have irrelevant expectations from the work of various institutions, evaluate the actions and results of the authorities’ work disproportionately to their powers. Ukrainians were satisfied with Zelensky’s inadequate fight against COVID-19, while only a little more than a third of citizens expect anti-corruption bodies to fight corruption. As a result, the level of trust in government institutions in Ukraine is dangerously low: 17% trust the parliament, 18% trust the government, 14% trust the courts. And the level of trust in the president has fallen by 46% over the past year.
Citizens do not form government during elections. Only 36.9% of citizens delegated authority to local authorities in 2020, and this is the lowest turnout in the history of Ukraine. In the inter-election period, citizens do not control the government — less than 10% officially complain about the results of the government’s work, and do not cooperate with the government — only 7% participated in discussing decisions over the past year. Citizens are inactive because they do not believe that their participation will bring changes and influence the situation. Moreover, 79.4% of citizens do not trust Ukrainian officials with whom they should interact most often.
