Summary of the decree: <\/strong>the President created the Chernihiv Military Administration. The military will replace local governments until martial law is over.<\/p>\n

What is right: <\/strong>Chernihiv gets a permanent governing body. On December 7, 2022, Vladyslav Atroshenko, the mayor of Chernihiv, was removed from office<\/a> for a year. Later, he lost his case in the appeal court<\/a>. Therefore, the Chernihiv community had no elected mayor and that is why the military administration was created.<\/p>\n

What is wrong: <\/strong>establishment of military administrations to replace local self-governance bodies can be an attempt to pressure local authorities. Back in July 2022, Vladyslav Atroshenko mentioned<\/a> the possibility that a military administration would be created in Chernihiv. The mayor of Dnipro, Borys Filatov, also warned<\/a> about similar threats.<\/p>\n
