It is necessary for preserving the memory of Russian crimes<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the updated version of the bill prohibits the use of symbols of aggression not only by political parties but not non-governmental organizations too.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>What is wrong<\/strong>: <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/centreua.org\/en\/monitoring\/confiscation-of-assets-of-the-aggressor-state-and-ban-on-its-symbols\/\"><span lang=\"en-US\">the final version of the bill<\/span><\/a><\/span><span lang=\"en-US\"> is no less populist or declarative than the previous ones.<\/span><\/span><\/p>\n<h2 style=\"text-align: left;\" align=\"center\"><span style=\"color: #800000;\"><strong><span lang=\"en-US\">Simplified enrollment procedure for vocational education<\/span><\/strong><\/span><\/h2>\n<p style=\"text-align: left;\" align=\"center\"><span style=\"color: #800000;\"><strong><span lang=\"en-US\">Draft bill<\/span><a style=\"color: #800000;\" href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/CardByRn?regNum=7293&amp;conv=9\"><span lang=\"en-US\"> #\u00a07293<\/span><\/a><span lang=\"en-US\"> of April 18, 2022<\/span><\/strong><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>Cosponsors<\/strong>: <\/span><span lang=\"en-US\">a group of MPs with Olha Koval (Servant of the People faction) as the first signatory.<\/span><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>Status<\/strong>: <\/span><span lang=\"en-US\">passed in the first reading.<\/span><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>Who is affected<\/strong>: <\/span><span lang=\"en-US\">enrollees of vocational education establishments who want to get vocational education without getting full secondary education.<\/span><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">Summary of the bill:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">students of vocational education establishments will be able to study there without getting full secondary education<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">graduates of vocational education establishments will be able to get full secondary education later<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">vocational education establishments will not be allowed to reject applicants for state or local stipends on the grounds that the place of residence of these applicants is not within the community where these educational establishments are situated<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">vocational education establishments will be allowed to introduce curricula providing students with partial professional qualification<\/span><\/p>\n<\/li>\n<\/ul>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">it will be allowed to use money from the government budget and communal budgets for funding extension courses<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">until the transfer of vocational education establishments to the communal ownership is finished, these establishments will be managed by government bodies designated by the Cabinet<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">community councils will not be allowed to close or reorganize vocational education establishments for ten years without the approval from the Ministry of Education and Science and an employer organization.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What is right:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the bill will ensure that people are still able to get vocational training thus mitigating damage from the war and mobilization. That will help to boost the economy and facilitate the post-war reeducation of cadres<\/span><\/p>\n<\/li>\n<\/ul>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">students of vocational education establishments will have an option to get full secondary education later<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">there will be no discrimination against applicants not residing in communities where educational establishments are situated. Currently, such applicants often get rejections on these grounds.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What is wrong:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">better qualification and skills of the employee bring benefits to the employee and their employer, so they have to pay for extra education, not the state or a local community (except for cases where the employer is the state or a local community)<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">communities will still own vocational education establishments but will have no say in managing them. This goes against the principle of ownership and makes decentralization of vocational education a fiction<\/span><\/p>\n<\/li>\n<\/ul>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">funding for vocational education will still be provided by local budgets: the state de facto takes over educational establishments, but demands for local communities to pay for the maintenance.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>Alternative solution<\/strong>: <\/span><span lang=\"en-US\">because of the war, the mobility of the population has increased significantly and local labor markets do not exist anymore. Taking this into account, the decentralization of vocational education establishments has to be suspended.
