#000000;\">Summary of the bill:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">allows confiscation of assets owned by Russia or its residents as a part of future reparations that will be collected from the aggressor state<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">recognizes as residents of the aggressor state the following entities:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">natural persons \u2014 citizens of the Russian Federation<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">natural persons that are not citizens of the Russian Federation but have close ties with Russia: permanently reside, do business, or work there<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">legal entities that operate on the territory of Ukraine if one of the following conditions applies:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">Russia is one of their founders, members, shareholders, or beneficiaries either directly or indirectly<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the aggressor state directly or indirectly owns a share of their statutory fund or shares, is a part of these entities in any other form<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">other legal entities that have the Russian Federation as its direct or indirect founder or beneficiary own a share of their statutory fund or shares<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">a natural person or legal entity can be recognized as a resident of Russia by court decisions or by decisions by the National Defense and Security Council in the following cases:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">a person or legal entity supports the armed aggression or denies the fact of the armed aggression<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">a person or legal entity has not stopped or suspended their economic or business activities on the territory of Russian after the armed aggression against Ukraine.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What is right:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the draft bill provides a definition of individuals and legal entities associated with Russia whose assets are liable to confiscation<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">ensures that confiscation cannot be prevented using a scheme with intermediary legal structures<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">allows to confiscate assets as military reparations \u2014 an important provision considering that the amount of economic losses of the state, Ukrainian citizens, and legal entities is of a colossal size<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">stimulates international businesses to withdraw from the market of the aggressor state.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>What is wrong<\/strong>: <\/span><span lang=\"en-US\">the National Security and Defense Council is an advisory presidential body and thus cannot have any independent powers.<\/span><\/span><\/p>\n<h2 style=\"text-align: left;\" align=\"center\"><strong><span lang=\"en-US\" style=\"color: #800000;\">Rewards for the voluntary surrender of Russian military equipment<\/span><\/strong><\/h2>\n<p style=\"text-align: left;\" align=\"center\"><strong><span style=\"color: #800000;\"><span lang=\"en-US\">Draft bill <\/span><a style=\"color: #800000;\" href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/Card\/39315\"><span lang=\"en-US\"># 7229<\/span><\/a><span lang=\"en-US\"> of March 30, 2022<\/span><\/span><\/strong><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><strong><span lang=\"en-US\">Cosponsors: <\/span><\/strong><span lang=\"en-US\">52 MPs from different factions and groups with Fedir Venislavskyi (Servant of the People) as the first signatory.<\/span><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\"><strong>Who is affected<\/strong>: <\/span><span lang=\"en-US\">service members of the Russian armed forces and other Russian military units, service members of the Armed Forces of Ukraine, other military bodies of security and defense sectors, Ukrainian citizens, and the Cabinet.<\/span><\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">Summary of the bill:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">allows the Armed Forces of Ukraine to pay rewards for surrendered military equipment of the occupants<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the reward for surrendered equipment can be paid to:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">service members of the Russian armed forces and other Russian military units<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">service members of the Armed Forces of Ukraine, other military bodies of security and defense sectors<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">Ukrainian citizens.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the rewards for surrendered equipment:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">$1\u00a0mln for a fighter jet<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">$500\u00a0thousand for an attack helicopter<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">$100\u00a0thousand for a tank<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">$50\u00a0thousand for an infantry fighting vehicle or armored personnel carrier, etc.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">if Russian soldiers give up their equipment, Ukraine will guarantee them the following:<\/span><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the fact of surrendering the equipment will remain confidential<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">Ukraine will issue them new certified IDs<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">Ukraine will ensure their safety on its territory<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">they will be offered an option to emigrate to other countries.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What is right:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">Russian soldiers unwilling to fight will have additional incentive to surrender. Demoralized Russian troops will be able not to just surrender, but also to get a financial reward and emigrate to other countries<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\">Ukrainian citizens \u2014 primarily farmers \u2014 will be motivated to transfer the military equipment <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.fwi.co.uk\/news\/ukrainian-farmer-uses-tractor-to-steal-russian-tank\"><span lang=\"en-US\">they have captured<\/span><\/a><\/span><span lang=\"en-US\"> to the Armed Forces of Ukraine<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\">The Ukrainian Army will be reinforced by equipment captured from the enemy, including expensive equipment like tanks and aircraft. According to the media, <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.pravda.com.ua\/news\/2022\/03\/25\/7334412\/\"><span lang=\"en-US\">Ukraine now has more tanks than it had before the war<\/span><\/a><\/span><span lang=\"en-US\"> thanks to the captured trophies.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: left;\" align=\"center\"><span style=\"color: #800000;\"><strong><span lang=\"en-US\">Ban on the propaganda of the Russian totalitarian regime<\/span><\/strong><\/span><\/h2>\n<p style=\"text-align: left;\" lang=\"en-US\" style=\"color: #000000;\">Summary of the bill:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">provides a legal definition of a \u201cterrorist state\u201d as a state that officially and openly, using its troops, commits terrorist acts and international terrorist acts<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">recognizes the Russian Federation as a terrorist state and Russian ideology as a neo-Nazi and totalitarian<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">introduces a ban on Russian propaganda and symbols it uses in the context of the Russian armed aggression against Ukraine<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">media, political parties, and legal entities spreading Russian propaganda and promoting symbols used in the context of the armed aggression against Ukraine will be not allowed to register and operate in Ukraine.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What is wrong:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the draft bill is populist in nature and contains terms that are not regulated by law<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the draft bill does not provide a list of forbidden symbols that are used in the context of the armed aggression against Ukraine<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">in times of war and military hostilities crimes committed by parties of the conflict are qualified as crimes against humanity and international law, not as terrorist acts<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the draft bill does not introduce criminal or administrative punishment for spreading Russian propaganda or promoting symbols used in the context of the armed aggression against Ukraine.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\" style=\"color: #000000;\">What\u2019s next:<\/span><\/strong><\/p>\n<ul>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">the draft bill should be rejected since it does not contain penalties for violating its provisions and it is impossible to significantly amend the draft bill under the Rules of Procedure of the Verkhovna Rada<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span style=\"color: #000000;\"><span lang=\"en-US\">a new bill should be drafted that will expand the Law <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/317-19#Text\"><span lang=\"en-US\">On Condemning the Communist and National Socialist (Nazi) Totalitarian Regimes and Prohibiting the Propagation of their Symbols<\/span><\/a><\/span><span lang=\"en-US\"> to ban symbols used by Russian propaganda and Russia in the context of the armed aggression against Ukraine<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\" style=\"color: #000000;\">a criminal punishment stipulated for the promotion of totalitarian regimes should be also introduced for the promotion of the current totalitarian regime of the Russian Federation and its symbols used in the context of the armed aggression against
