lang=\"en-US\">Verkhovna Rada <\/span><a style=\"color: #800000;\" href=\"http:\/\/www.golos.com.ua\/documents\/z-2105-ix.pdf\"><span lang=\"en-US\">approved mobilization<\/span><\/a><span lang=\"en-US\"> and <\/span><a style=\"color: #800000;\" href=\"http:\/\/www.golos.com.ua\/documents\/z-2106-ix.pdf\"><span lang=\"en-US\">allowed the use of the Armed Forces<\/span><\/a><\/span><\/h2>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>Who is affected<\/strong>: <\/span><span lang=\"en-US\">Ukrainian citizens, service members of the Armed Forces of Ukraine and other military units, businesses, the Cabinet, ministries, other central executive bodies, and local governments.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\">Summary:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the Parliament has approved presidential decrees on <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.president.gov.ua\/documents\/692022-41413\"><span lang=\"en-US\">general mobilization<\/span><\/a><\/span><span lang=\"en-US\"> and <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"http:\/\/www.golos.com.ua\/documents\/z-2106-ix.pdf\"><span lang=\"en-US\">the use of the Armed Forces of Ukraine and other military units<\/span><\/a><\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the decrees are in effect since the first day of military hostilities due to the armed aggression of the Russian Federation against Ukraine \u2014 since February 24, 2022.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>Background<\/strong>: <\/span><span lang=\"en-US\">earlier, the President has issued a decree On General Mobilization:<\/span><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">mobilization is conducted for 90 days on the territory of all oblasts and Kyiv city<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the General Staff defines the order and volumes of drafting persons subject to military service and vehicles<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the Security Service conducts counterintelligence activities while mobilization is in effect.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>Why this is important<\/strong>:<\/span><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">in the morning of February 24, 2022, the regular army of the Russian Federation started the invasion on the territory of Ukraine and fired on airfields and military installations with cruise and ballistic missiles<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">for almost two weeks the Armed Forces of Ukraine, other military units, law enforcement bodies, and Ukrainian citizens are fiercely fighting off the occupants.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>What is right<\/strong>:<\/span><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">service members can defend the territorial integrity of Ukraine and constitutional order without fear of <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"http:\/\/www.theinsider.ua\/politics\/5a01452700532\/\"><span lang=\"en-US\">being prosecuted for that by their own country<\/span><\/a><\/span><span lang=\"en-US\"> later<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the Verkhovna Rada followed the constitutional procedure: presidential decrees on the use of Armed Forces and general mobilization <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/254%D0%BA\/96-%D0%B2%D1%80\/conv#n5079\"><span lang=\"en-US\">must be approved by the Parliament<\/span><\/a><\/span><span lang=\"en-US\">.<\/span><\/p>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: left;\" align=\"center\"><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"http:\/\/www.golos.com.ua\/documents\/z-2114-ix.pdf\"><span lang=\"en-US\">Civilians are allowed to defend Ukraine with firearms<\/span><\/a><\/span><\/h2>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\">Who is affected: <\/span><\/strong><span lang=\"en-US\">Ukrainian citizens, foreigners, stateless persons, the Armed Forces of Ukraine, other military units, and the National Police.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><strong><span lang=\"en-US\">Summary:<\/span><\/strong><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">under martial law, Ukrainian citizens, foreigners, and stateless persons can participate in fighting off and deterring the Russian aggression, in particular, receive firearms and ammunition<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">civilians will be allowed to use the received firearms the same way as service members use firearms to fight off the armed aggression<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">within 10 days after martial law is lifted, civilians have to return the received firearms and spare ammunition to the National Police<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">under martial law, Ukrainian citizens are allowed to participate in fighting off and deterring the aggression using their award, sports, or hunting firearms \u2014 rifled, smoothbore, or combination<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">civilians will not be held responsible for using firearms against persons that perpetrate aggression against Ukraine.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>What is right<\/strong>: <\/span><span lang=\"en-US\">civilians will help the Armed Forces of Ukraine and other military units to fight off the aggressor. This will add significant pressure on the occupants.<\/span><\/p>\n<h2 style=\"text-align: left;\" align=\"center\"><strong><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"http:\/\/www.golos.com.ua\/documents\/z-2116-ix.pdf\"><span lang=\"en-US\">Principles of expropriation of Russian assets in Ukraine<\/span><\/a><span lang=\"en-US\"> approved<\/span><\/span><\/strong><\/h2>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>Who is affected<\/strong>: <\/span><span lang=\"en-US\">citizens, representatives of the Russian Federation, the Cabinet, the National Security and Defense Council, and the President.<\/span><\/p>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>Summary<\/strong>:<\/span><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">Ukraine will be able to expropriate assets of the Russian Federation without any compensation<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">a respective decision has to be prepared by the Cabinet and adopted by the National Security and Defense Council. Within 6 months after martial law is lifted or ends, all decrees on expropriation of assets have to be approved by the Verkhovna Rada<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">the law provisions that the Russian Federation can be held liable for the aggression, in particular, to pay reparations for the damage caused by the war.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\"><strong>What is right<\/strong>:<\/span><\/p>\n<ul style=\"text-align: left;\">\n<li>\n<p align=\"justify\"><span lang=\"en-US\">there will be fewer assets owned by the Russian Federation that it can use against Ukraine<\/span><\/p>\n<\/li>\n<li>\n<p align=\"justify\"><span lang=\"en-US\">Ukraine will be able to use the expropriated assets to its benefit under martial law.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\" align=\"justify\"><span lang=\"en-US\">What\u2019s next: <\/span><span lang=\"en-US\">after the war ends, the Verkhovna Rada will have to find a way to legalize the expropriated assets in accordance with the Constitution and international agreements.
