{"id":6343,"date":"2022-01-20T10:27:28","date_gmt":"2022-01-20T08:27:28","guid":{"rendered":"https:\/\/centreua.org\/?p=6343"},"modified":"2022-01-20T10:27:28","modified_gmt":"2022-01-20T08:27:28","slug":"pay-raise-for-medics-and-government-price-control-on-food","status":"publish","type":"post","link":"https:\/\/centreua.org\/en\/monitoring\/pay-raise-for-medics-and-government-price-control-on-food\/","title":{"rendered":"Pay raise for medics and government price control on food"},"content":{"rendered":"<p><span style=\"color: #000000;\">While\u00a0Russian troops are gathering on\u00a0the border\u00a0trying either by threat or force to return Ukraine\u00a0to\u00a0the Soviet past, our Ukrainian Government, from what it looks, has also decided to\u00a0honor\u00a0the totalitarian heritage by\u00a0putting\u00a0food products under the government price control.\u00a0Also,\u00a0after two years since the pandemic has started, the Cabinet decided to give a significant pay raise for medics.\u00a0<\/span><\/p>\n<h2><strong><span style=\"color: #800000;\">Pay raise for medics\u00a0<\/span><\/strong><\/h2>\n<p><a href=\"https:\/\/www.kmu.gov.ua\/npas\/deyaki-pitannya-oplati-praci-medichn-a2\"><strong><span style=\"color: #800000;\">Cabinet resolution\u00a0#2\u00a0of January 12, 2022\u00a0<\/span><\/strong><\/a><\/p>\n<p><span style=\"color: #000000;\"><strong>Decision-maker<\/strong>:\u00a0the Cabinet.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Who is affected<\/strong>:\u00a0medical workers, the Ministry of Healthcare, the Ministry of Finance, local governments, state and communal medical\u00a0establishments.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Background:<\/strong>\u00a0last year\u00a0at the official celebration of\u00a0the Medical workers\u00a0day\u00a0President Zelensky\u00a0<span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.ukrinform.ua\/rubric-society\/3266858-zelenskij-obicae-minimalku-dla-likariv-ne-mense-20-tisac.html\">promised<\/a><\/span>\u00a0to increase remuneration for\u00a0medics\u00a0in 2022: to\u00a0\u20b413,500 for mid-level health professionals and to\u00a0\u20b420,000 for physicians.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Summary of the resolution<\/strong>:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">the Cabinet\u00a0sets the remuneration for medical workers in 2022:\u00a0<\/span>\n<ul>\n<li><span style=\"color: #000000;\">at least \u20b420,000 for full-time physicians (except interns)<\/span><\/li>\n<li><span style=\"color: #000000;\">at least\u20b413,500 for full-time junior medical staff, medical attendants, and nurses with a master\u2019s degree\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><strong>What is\u00a0right<\/strong>:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Cabinet resolution\u00a0decreases the income disparity between medical workers of state, communal, and private establishments\u00a0<\/span><\/li>\n<li><span style=\"color: #000000;\">if\u00a0the Government\u00a0manages to\u00a0provide the\u00a0promised\u00a0funding, some of\u00a0the\u00a0medical workers planning to emigrate will\u00a0stay in Ukraine.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><strong>What is\u00a0wrong<\/strong>:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">guaranteed\u00a0remuneration\u00a0for physicians goes against the medical reform.\u00a0Doctors\u2019 salaries\u00a0are supposed to\u00a0be proportional to\u00a0the number of patients\u00a0(for family physicians)\u00a0or services\u00a0provided\u00a0(for\u00a0secondary\u00a0care)\u00a0<\/span><\/li>\n<li><span style=\"color: #000000;\">a\u00a0pay raise should be provided\u00a0for\u00a0all employees that get\u00a0salaries\u00a0from\u00a0the\u00a0government\u00a0budget or local budgets. A\u00a0raise\u00a0for medics only\u00a0will cause social tension\u00a0since\u00a0persons that have not got a raise or got a lesser raise\u00a0will be dissatisfied\u00a0<\/span><\/li>\n<li><span style=\"color: #000000;\">there\u00a0is a risk that\u00a0\u20b4185\u202fbln\u00a0allocated\u00a0in\u00a0the government budget will not be enough to\u00a0provide the increased remuneration.\u00a0Lack of funding will bring layoffs, back payments, and\u00a0forceful transition of medical staff to part-time\u00a0schedule\u00a0<\/span><\/li>\n<li><span style=\"color: #000000;\">after\u00a0the\u00a0previous\u00a0pay raise\u00a0for medics funding for healthcare development has\u00a0decreased from near 7\u202fbln last year to 4\u202fbln this year.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><strong>Alternative solution:<\/strong>\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"10\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span style=\"color: #000000;\">pay raise for\u00a0state and communal sectors has to be proportional to the increase of the national economy and\u00a0not to\u00a0the\u00a0President\u2019s promises\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"10\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span style=\"color: #000000;\">medics\u2019 remuneration should be calculated based on the formula approved as a part of the medical reform.\u00a0<\/span><\/li>\n<\/ul>\n<h2><strong><span style=\"color: #800000;\">Government price control on food\u00a0<\/span><\/strong><\/h2>\n<p><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-vnesennya-zmini-do-punktu-41sup-a1\"><strong><span style=\"color: #800000;\">Cabinet resolution\u00a0#1\u00a0of January 12, 2022\u00a0<\/span><\/strong><\/a><\/p>\n<p><span style=\"color: #000000;\"><strong>Decision-maker<\/strong>:\u00a0the Cabinet.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Who is affected<\/strong>:\u00a0Ukrainian citizens, agricultural producers, large and small food retail\u00a0companies.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Background<\/strong>:\u00a0in May 2021, the Cabinet updated\u00a0<a style=\"color: #000000;\" href=\"https:\/\/ips.ligazakon.net\/document\/KP201236?an=995\"><span style=\"color: #800000;\">the resolution<\/span><\/a>\u00a0introducing the quarantine and imposing anti-pandemic restrictions by adding provisions allowing government price control on several types of products, including fuel.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Summary of the resolution<\/strong>:\u202f the Cabinet resolution introducing the quarantine and imposing anti-pandemic restrictions is updated with a new list of food products. The markup has to be less than 10% of the wholesale price for the following products:\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span style=\"color: #000000;\">mixed rye-wheat bread\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span style=\"color: #000000;\">long bread\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span style=\"color: #000000;\">buckwheat\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span style=\"color: #000000;\">sugar\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span style=\"color: #000000;\">premium quality wheat flour\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span style=\"color: #000000;\">domestic pasta (noodle products from\u00a0premium quality wheat flour)\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"4\" data-aria-level=\"1\"><span style=\"color: #000000;\">scald 2.5% milk\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"5\" data-aria-level=\"1\"><span style=\"color: #000000;\">sunflower oil\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span style=\"color: #000000;\">category C1 chicken eggs\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span style=\"color: #000000;\">poultry (chicken carcasses)\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"12\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span style=\"color: #000000;\">72.5% butter.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><strong>What is\u00a0wrong<\/strong>:\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"14\" aria-setsize=\"-1\" data-aria-posinset=\"4\" data-aria-level=\"1\"><span style=\"color: #000000;\">the\u00a0state shifts the burden of helping the population under economic pressure on the agricultural producers and food retailers. Such measures are unacceptable in a free market economy\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"14\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span style=\"color: #000000;\">government\u00a0price control on basic food products\u00a0will result in\u00a0a\u00a0deficit of these products since producers\u00a0are going to\u00a0reorient themselves to more profitable products. Also, it will lead to\u00a0the emergence of\u00a0a\u00a0black market that will\u00a0deprive the state of\u00a0a part of tax revenue\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"14\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/bank.gov.ua\/ua\/news\/all\/komentar-natsionalnogo-banku-schodo-rivnya-inflyatsiyi-u-2021-rotsi\">high\u00a0inflation level<\/a>\u00a0<\/span>that affected the\u00a0welfare of\u00a0the Ukrainian\u00a0population\u00a0stems from\u00a0causes\u00a0of both worldwide and domestic scale, not just the pandemic.\u00a0The government\u2019s intrusion into the workings of\u00a0businesses is ungrounded and has nothing to do with the pandemic\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"14\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\"><span style=\"color: #000000;\">the\u00a0subject matter of this Cabinet resolution is limited to issues concerning the introduction of the lockdown and restrictions that have to\u00a0slow down\u00a0the spread of COVID-19.
