Today in our digest: military cooperation with Turkey, incentives for domestic production of vaccines, and President\u2019s interference with the youth policy.<\/p>\n<h2><span style=\"color: #800000;\"><strong>Military agreement with Turkey<\/strong><\/span><\/h2>\n<p><span style=\"color: #800000;\"><strong>Draft bill #<\/strong><a style=\"color: #800000;\" href=\"http:\/\/w1.c1.rada.gov.ua\/pls\/zweb2\/webproc4_2?id=&amp;pf3516=0119&amp;skl=10\"><strong>0119<\/strong><\/a><strong> of July 8, 2021<\/strong><\/span><\/p>\n<p><strong>Decision-maker: <\/strong>the Verkhovna Rada.<\/p>\n<p><strong>Status:<\/strong> the bill was adopted.<\/p>\n<p><strong>Who is affected: <\/strong>the Ministry of Defense, the Armed Forces of Ukraine and other military units, the defense industry, the Ministry of Foreign Affairs.<\/p>\n<p><strong>Background: <\/strong>during the years of the ongoing armed aggression by the Russian Federation against Ukraine, Ukraine and Turkey built mutually beneficial relations in several spheres, defense in particular. As a part of this cooperation, Ukraine has bought <a href=\"https:\/\/mil.in.ua\/uk\/news\/vms-ukrayiny-otrymaly-pershyj-kompleks-bayraktar-tb2\/\">Bayraktar TB2 drones<\/a>, ordered <a href=\"https:\/\/mil.in.ua\/uk\/news\/ukrayina-pidpysala-z-turechchynoyu-ramkovu-ugodu-na-budivnytstvo-dvoh-korvetiv\/\">two military corvettes<\/a> for its Navy, and sold Ukrainian engines for Turkish producer manufacturing <a href=\"https:\/\/www.ukrinform.ua\/rubric-technology\/3306293-u-tureccini-persij-bpla-aknc-z-dvigunom-ukrainskogo-virobnictva-peredali-silam-bezpeki.html\">Akinci<\/a> drones.<\/p>\n<p><strong>Summary of the law: <\/strong>ratifies a 5 years interstate agreement. The agreement defines key strategic points for military cooperation between the two states:<\/p>\n<ul>\n<li>military training, education, and joint military exercises, personnel exchange for advanced training<\/li>\n<li>defense industry<\/li>\n<li>exchange of secret military data<\/li>\n<li>cooperation in military logistics, medicine, and healthcare<\/li>\n<li>joint operations against piracy, peacemaking and humanitarian operations (except war operations)<\/li>\n<li>military history, archives.<\/li>\n<\/ul>\n<p><strong>What<\/strong> <strong>is<\/strong> <strong>right<\/strong><strong>: <\/strong>cooperation between Ukraine and Turkey, a NATO member state, manufacturer and consumer of a significant amount of military and dual-use products, suits the strategic interests of Ukraine.<\/p>\n<h2><span style=\"color: #800000;\"><strong>Tax exemption for <\/strong><strong>vaccine manufacturing equipment<\/strong><\/span><\/h2>\n<p><span style=\"color: #800000;\"><strong>Cabinet resolution #<\/strong><a style=\"color: #800000;\" href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-vnesennya-zmin-do-pereliku-tovariv-u-tomu-chisli-likarskih-zasobiv-medichnih-virobiv-s1201-171121\"><strong>1201<\/strong><\/a><strong> of November 11, 2021<\/strong><\/span><\/p>\n<p><strong>Decision-maker: <\/strong>the Cabinet.<\/p>\n<p><strong>Who is affected: <\/strong>Ukrainian citizens, pharmaceutics, the Ministry of Healthcare.<\/p>\n<p><strong>Summary of the resolution:<\/strong><\/p>\n<ul>\n<li>vaccine manufacturing equipment is recognized as goods necessary for countering the COVID-19 pandemic exempted from VAT<\/li>\n<li>the Ministry of Healthcare will be obliged to ensure that equipment imported for vaccine production will not be used for other purposes.<\/li>\n<\/ul>\n<p><strong>What is right: <\/strong>the decision can stimulate the development of domestic vaccine production and thus make Ukraine less dependent on vaccines supplied from abroad. This is especially important considering potential <a href=\"https:\/\/www.pravda.com.ua\/news\/2021\/11\/21\/7314772\/\">annual revaccination<\/a> against the COVID-19.<\/p>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>there is a risk that the exemption from VAT will be abused \u2014 tax-free equipment will be imported for other purposes<\/li>\n<li>the necessity to introduce tax exemption as an incentive to launch the process of vaccine production is a sign that the business environment in Ukraine is unfavorable: although the market has significant potential, almost no vaccines are produced in Ukraine.<\/li>\n<\/ul>\n<h2><span style=\"color: #800000;\"><strong>Sports <\/strong><strong>events <\/strong><strong>for <\/strong><strong>schoolchildren<\/strong><\/span><\/h2>\n<p><span style=\"color: #800000;\"><strong>Presidential decree #<\/strong><a style=\"color: #800000;\" href=\"https:\/\/www.president.gov.ua\/documents\/5862021-40665\"><strong>586\/2021<\/strong><\/a><\/span><\/p>\n<p><strong>Decision-maker: <\/strong>the President.<\/p>\n<p><strong>Who is affected: <\/strong>the Cabinet, the Ministry of Youth and Sports, oblast state administrations, children, and young people.<\/p>\n<p><strong>Summary of the decree:<\/strong><\/p>\n<p>Orders the Cabinet:<\/p>\n<ul>\n<li>to create a steering committee that will prepare and conduct international sports events for schoolchildren<\/li>\n<li>to develop an action plan to start preparations for conducting FIFA World Cup among schoolchildren and Gymnasiade School Winter Games in 2023<\/li>\n<li>provide funding for these events from the government budget<\/li>\n<li>promote sports among children and young people, enhance sports infrastructure.<\/li>\n<\/ul>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>the President has once more violated the Constitution since he has no authority to give orders to the Cabinet<\/li>\n<li>the President interferes with the work of the Ministry of Youth and Sports.
