Today in our digest: the government draft budget for the next year, benefits for vaccinated citizens during the lockdown, and the results of competitions for civil service positions.<\/p>\n<h2><span style=\"color: #800000;\"><strong>The government draft budget submitted (<\/strong><a style=\"color: #800000;\" href=\"http:\/\/w1.c1.rada.gov.ua\/pls\/zweb2\/webproc4_1?pf3511=72775\"><strong>6000<\/strong><\/a><strong>)<\/strong><\/span><\/h2>\n<p><strong>Sponsor: <\/strong>the Cabinet.<\/p>\n<p><strong>Who is affected: <\/strong>Ukrainian citizens, businesses, government bodies, local councils, prosecution, judiciary, and law enforcement agencies.<\/p>\n<p><strong>Summary of the bill:<\/strong><\/p>\n<ul>\n<li>the Cabinet expects \u20b41\u00a0trillion 267\u00a0billion of revenue for the next year. Sources of the revenue:\n<ul>\n<li>the VAT on the imported goods and services \u2014 \u20b4398\u00a0bln<\/li>\n<li>the VAT on the goods produced in Ukraine \u2014 \u20b4166\u00a0bln<\/li>\n<li>the income tax from individuals \u2014 \u20b4160\u00a0bln<\/li>\n<li>the income tax from companies \u2014 \u20b4137\u00a0bln<\/li>\n<li>the excise taxes (on tobacco, alcohol, and distilled beverages) \u2014 \u20b484\u00a0bln<\/li>\n<\/ul>\n<\/li>\n<li>expected expenditures are \u20b41\u00a0trillion 441 billion. The largest shares are allocated for:\n<ul>\n<li>the Ministry of Social Policy \u2014 \u20b4318.7 (200.6 \u2014 for the Pension Fund)<\/li>\n<li>the Ministry of Health \u2014 \u20b4191\u00a0bln (157.7 \u2014 for the Medical Guarantees Program)<\/li>\n<li>the Ministry of Defense \u2014 \u20b4131\u00a0bln (97.4 \u2014 for the Armed Forces of Ukraine)<\/li>\n<li>the Ministry of Internal Affairs \u2014 \u20b498\u00a0bln: 35.6 \u2014 for the National Police, 16.6 \u2014 for the State Emergency Service, 14.5 \u2014 for the State Border Guard, and 14 \u2014 for the National Guard<\/li>\n<li>the Ministry of Education \u2014 \u20b457.6\u00a0bln.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>What is right:<\/strong><\/p>\n<ul>\n<li>the Government submitted the government draft budget on time. The law provisions for the Cabinet to do that by September 15<\/li>\n<li>Ukrainian citizens and MPs will have time to read the document that defines the priorities of state policies proposed by the Government for the next year.<\/li>\n<\/ul>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>a large budget deficit of \u20b4188\u00a0bln (13% of total budget spendings, 3.5% of the GDP)<\/li>\n<li>a significant share of the government budget will be spent on social security: \u20b4318.7\u00a0bln (22% of budget spendings). Ukraine is a socially-oriented country and has to help its citizens. However, if a large share of the budget is spent on social benefits, there will be not enough funding for the development and maintenance of the infrastructure<\/li>\n<li>the Government relies on possible \u201cqualified expenditures\u201d of \u20b430\u00a0bln that it plans to pay for <a href=\"https:\/\/w1.c1.rada.gov.ua\/pls\/zweb2\/webproc4_1?pf3511=72106\">after the changes to the Tax Code<\/a> are adopted in the version proposed by the Cabinet. The Cabinet plans to use this funding to pay for the all-national census, railway infrastructure, airports, \u201cthe great restoration\u201d, and \u201cthe great construction.\u201d If MPs do not adopt the changes to the Tax Code, there will be no preparations for the census and the implementation of big infrastructural projects.<\/li>\n<\/ul>\n<p><strong>What\u2019s next: <\/strong>by October 20, MPs have to adopt the draft bill in the first reading, by November 20 \u2014 in the second reading, by December 1 \u2014 to pass its final version. MPs can introduce substantial changes to the government budget so the final version of the document can be radically different from the one submitted by the Cabinet.<\/p>\n<h2><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-vnesennya-zmin-do-postanov-kabinetu-ministriv-ukrayini-vid-9-grudnya-2020-r-1236-i-vid-29-chervnya-2021-r-677-i130921-954\"><strong>New lockdown restrictions<\/strong><\/a><strong> defined<\/strong><\/span><\/h2>\n<p><strong>Decision-maker: <\/strong>the Cabinet<\/p>\n<p><strong>Who is affected: <\/strong>Ukrainian citizens, businesses, government bodies, and local councils.<\/p>\n<p><strong>Summary of the resolution:<\/strong><\/p>\n<ul>\n<li>introduces \u201cyellow\u201d and \u201cgreen\u201d COVID-certificates. \u201cYellow\u201d certificates will be issued for those who got one dose of the vaccine, \u201cgreen\u201d \u2014 after the full vaccination<\/li>\n<li>educational establishments, museums, cinemas, theaters, gyms, and swimming pools will be allowed to stay open in \u201cyellow\u201d quarantine zones if at least 80% of their personnel is vaccinated, in \u201cred\u201d zones \u2014 if all personnel is fully vaccinated.<\/li>\n<li>persons with COVID-certificates will be allowed to skip self-isolation after returning from abroad or from the temporarily occupied territories.<\/li>\n<\/ul>\n<p><strong>What is right: <\/strong>the Government is trying to fight the pandemic by introducing preventive measures.<\/p>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>lockdown restrictions introduced by the Government as a quarantine measure are characteristic of the emergency state that can be declared only by the President with the consent of the Verkhovna Rada. The Cabinet for more than a year and a half is acting outside of its authority<\/li>\n<li>the Constitutional Court has already <a href=\"https:\/\/ccu.gov.ua\/dokument\/10-r2020\">ruled unconstitutional<\/a> the lockdown restrictions imposed by the Government.<\/li>\n<\/ul>\n<h2><span style=\"color: #800000;\"><strong>New competitions for civil service positions announced<\/strong><\/span><\/h2>\n<p><strong>Decision-maker: <\/strong>the Cabinet.<\/p>\n<p><strong>Who is affected:<\/strong> ministries, central executive bodies, civil servants, candidates for civil service positions, and Ukrainian citizens.<\/p>\n<p><strong>Summary of the ordinances: <\/strong>relaunch the competitions for the following positions:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkursu-na-zajnyattya-posadi-golovi-derzhavnogo-agentstva-lisovih-resursiv-1098r-150921\">head<\/a> of the State Agency of Forest Resources of Ukraine<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkursu-na-zajnyattya-posadi-golovi-derzhavnoyi-sluzhbi-z-pitan-geodeziyi-kartografiyi-ta-kadastru-1097r-150921\">head<\/a> of the State Service for Geodesy, Cartography, and Cadastre<\/li>\n<li><a href=\"http:\/\/kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konku-a1100r\">head<\/a> of the State Labor Service<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkur-a1099r\">head<\/a> of the State Agency for Fisheries<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konku-a1101r\">first deputy head<\/a> of the State Reserve Agency<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkursu-na-zajnyattya-posadi-zastupnika-golovi-derzhavnogo-agentstva-rezervu-i150921-1102\">deputy head<\/a> of the State Reserve Agency<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkursu-na-zajnyattya-posadi-zastupnika-golovi-derzhavnoyi-kaznachejskoyi-sluzhbi-z-pitan-cifrovogo-rozvitku-cifrovih-transformacij-i-cifrovizaciyi-i150921-1104\">deputy head<\/a> of the State Treasury Service for Digital Development, Digital Transformations, and Digitalization<\/li>\n<li><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-ogoloshennya-povtornogo-konkursu-na-zajnyattya-posadi-zastupnika-golovi-derzhavnogo-agentstva-z-pitan-mistectv-ta-misteckoyi-osviti-i150921-1103\">deputy head<\/a> of the State Agency for Art and Art Education.<\/li>\n<\/ul>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>some of the previous competitions failed to find candidates good enough to take the positions. Competent professionals now often do not want to apply for competitions even for the top positions because in 2019-2020 politicians proved that they can dismiss anyone at will and resort to \u201clockdown\u201d competitions<\/li>\n<li>politicians block the appointment of the winners of the competitions if those winners are not the persons they promoted.
