Ukrainian citizens and businesses will not be taken by surprise and will have enough time to prepare.<\/li>\n<\/ul>\n<p>\n\t\n<\/p>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>the Government has no authority to introduce such restrictions. <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/254%D0%BA\/96-%D0%B2%D1%80\/conv#n4381\">According to the Constitution<\/a>, constitutional human rights can be restricted only by a law or by declaring an emergency state<\/li>\n<li><a href=\"http:\/\/www.ccu.gov.ua\/sites\/default\/files\/docs\/10_p_2020.pdf\">the Constitutional Court of Ukraine<\/a> has already ruled that such restrictions can be introduced only by a law \u2014 a legislative act by the Verkhovna Rada that is the sole body of legislative power in Ukraine.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h2>Preparation plan for the anniversary of Chornobyl nuclear disaster approved<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision-maker:&nbsp;<\/strong>the President.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>the Cabinet, the Ministry of Foreign Affairs, diplomatic missions, heads of oblast state administrations, and Ukrainian citizens.<\/p>\n<p><strong>What does it change:&nbsp;<\/strong>the following tasks are set:<\/p>\n<ul>\n<li>for the Cabinet:<\/li>\n<li>to ensure better fire safety and sanitation for the forests in the Chornobyl Exclusion Zone and the Zone of Mandatory Resettlement<\/li>\n<li>to analyze and update legislation to ensure social security for the citizens affected by the Chornobyl nuclear disaster<\/li>\n<li>update the special-purpose environmental program of handling radioactive waste and the program on decommissioning the Chornobyl nuclear power plant<\/li>\n<li>approve and oversee the implementation of the action plan for the 35-years anniversary of the disaster and honoring Chornobyl cleanup veterans.<\/li>\n<li>for the Ministry of Foreign Affairs: ensure that Ukrainian diplomatic missions host events in commemoration of the anniversary<\/li>\n<li>for the heads of oblast state administrations and the head of Kyiv city state administration: develop and implement the action plan to commemorate the anniversary and engage the general public.<\/li>\n<\/ul>\n<p>\n\t\n<\/p>\n<p><strong>What is wrong:&nbsp;<\/strong>the President has no authority to set tasks for the Government, in particular, to commemorate anniversaries. The President is not a part of the executive branch and not the head of the government.
