Today in our digest: presidential proposal to renew proper civil service competitions, changes to labor legislation, and a protest against yet another violation of international law by the Russian Federation.<\/p>\n<p>\n\t\n<\/p>\n<\/div>\n<\/div>\n<h2>Abolition of \u201clockdown\u201d competitions for positions in civil service (3491)<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Status:&nbsp;<\/strong>the President has submitted his amendments; MPs will vote on them and then can adopt the bill.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>civil servants, the Cabinet, the President, and Ukrainian citizens.<\/p>\n<p><strong>What does it change:<\/strong><\/p>\n<ul>\n<li>the Cabinet will stop hiring civil servants by conducting competitions reduced to mere interviews during the lockdown<\/li>\n<li>the Cabinet, ministers, and other top officials of central executive bodies will lose the power during their first four months in office to dismiss civil servants of category A<\/li>\n<li>the President will gain more influence on the Commission for the High Corps of the Civil Service by excluding a Cabinet\u2019s representative (an HR expert) and replacing them with the Secretary of the National Security and Defense Council (appointed by the President)<\/li>\n<li>civil servants appointed under the \u201clockdown\u201d procedure will be able to keep their positions without going through a competition.<\/li>\n<\/ul>\n<p><strong>What is right:&nbsp;<\/strong>\u201clockdown\u201d competitions for civil service positions and the power of the Prime Minister and ministers during their first four months in office to dismiss civil servants resulted in abuse of power by the Government and had a negative influence on the civil service.<\/p>\n<p><strong>What is wrong:<\/strong><\/p>\n<ul>\n<li>the first version of the bill has not addressed \u201clockdown\u201d competitions or the composition of the Commission for the High Corps of the Civil Service, so President\u2019s amendments are out of the bill\u2019s scope. Via the amendments, the President is trying to increase his influence on the executive branch<\/li>\n<li>changes proposed by the President will allow civil servants appointed without proper competitions to retain their positions.\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h2>Regulations on remote work (4051)<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Status:&nbsp;<\/strong>the bill will be considered in the first reading; MPs can still submit their amendments.<\/p>\n<p><strong>Who is affected:<\/strong> Ukrainian citizens, employees, and employers.<\/p>\n<p><strong>What does it change:<\/strong><\/p>\n<ul>\n<li>the bill delineates the notions of \u201cflexible work\u201d, \u201cremote work\u201d, and \u201cwork from home\u201d, defines the requirements, procedure, and sufficient reasons for employees to switch to one of the remote work modes<\/li>\n<li>defines the procedure of how new employees on remote contracts should be familiarized with workplace policies, collective labor agreements, etc.<\/li>\n<li>employees that abuse the opportunity to work a flexible schedule could be switched back to usual work schedule.<\/li>\n<\/ul>\n<p><strong>What is right:&nbsp;<\/strong>the bill gives employers and employees a legal possibility to agree on special working conditions that could be convenient and comfortable for both parties.<\/p>\n<p>\n\t\n<\/p>\n<\/div>\n<\/div>\n<h2>Protest against \u201clocal elections\u201d in Crimea (4109)<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Status:&nbsp;<\/strong>the resolution is ready for adoption.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>Ukrainian citizens, MPs, diplomats, the occupational administration, and the international community.<\/p>\n<p><strong>What does it change:<\/strong><\/p>\n<ul>\n<li>the Parliament will issue a protest against \u201clocal elections\u201d conducted by the Russian occupation administration in the occupied Crimea. The Russia\u2019s action is a major violation of international and Ukrainian law, the Constitution of Ukraine<\/li>\n<li>the protest note will stress that the results of such \u201celections\u201d are illegitimate and should not be recognized by the international community.<\/li>\n<\/ul>\n<p><strong>What is right:&nbsp;<\/strong>\u201clocal elections\u201d held by the Russian occupation administration is yet another act of aggression by Russia against Ukraine and an attempt to legalize the occupation of the peninsula.
