Without proper competitions, candidates with connections could be chosen over candidates with better skills and knowledge<\/li>\n<li>if the Parliament will vote for presidential proposals on civil service (to know more, check <a href=\"https:\/\/us15.campaign-archive.com\/?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=eff08dff9e\">our previous digest<\/a>), all personnel appointed during lockdown will be retained in their positions without ever going through a real competition.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h2>Ukraine terminates one more CIS agreement<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision-maker:&nbsp;<\/strong>the Cabinet.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>the Ministry of Foreign Affairs, the Cabinet, the President, and Ukrainian state border guards.<\/p>\n<p><strong>What does it change:&nbsp;<\/strong>Ukraine has terminated an agreement On cooperation between border guard services of the Commonwealth of Independent States on scientific research activities.<\/p>\n<p><strong>What is right:&nbsp;<\/strong>Ukraine has less obligations to the CIS, an international organization aiming at keeping post-Soviet countries together in politics, economics, culture, science, and other spheres.<\/p>\n<p><strong>Why this is important:<\/strong><\/p>\n<ul>\n<li>Ukraine breaks its ties not just to the CIS, but also to the aggressor state of Russia. Moscow dominates the CIS and uses it to press Russian interests<\/li>\n<li>withdrawal from the agreement is consistent with current state policy. Not long ago, the Cabinet terminated the memorandum with Russia <a href=\"https:\/\/www.pravda.com.ua\/news\/2020\/07\/8\/7258630\/\">on cooperation on fighting terrorism<\/a> and submitted a draft bill to the Parliament asking to terminate the agreement on cooperation with the CIS <a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-podannya-do-verhovnoyi-radi-ukrayini-proektu-zakonu-ukrayini-pro-vihid-iz-dogovoru-pro-t80720\">on consistent antimonopoly policy<\/a> and <a href=\"http:\/\/w1.c1.rada.gov.ua\/pls\/zweb2\/webproc4_1?pf3511=69183\">several other issues<\/a>. In July, the President passed a decree to terminate a CIS agreement on <a href=\"https:\/\/www.president.gov.ua\/documents\/2692020-34345\">anti-money laundering<\/a> and combating the financing of terrorism.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h2>Zelensky appointed local trial court judges<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision-maker:<\/strong> the President.<\/p>\n<p><strong>Who is affected:<\/strong> Ukrainian citizens, candidates for judicial appointments, judges, and judicial self-governing bodies.<\/p>\n<p><strong>What does it change:<\/strong> 90 judges have been appointed to local trial courts.<\/p>\n<p><strong>Why this is important:<\/strong><\/p>\n<ul>\n<li>according to the Deputy Head of the Supreme Court <a href=\"https:\/\/www.unian.ua\/politics\/zastupnik-golovi-verhovnogo-sudu-bogdan-lvov-interv-yu-dlya-unian-novini-ukrajina-11087909.html\">Bohdan Lvov<\/a>, 69 local courts cannot function properly because of the shortage of judges, at oblast level the shortage has reached 40%<\/li>\n<li>courts are overworked and people are deprived of the right of access to justice.
