The pandemic is not over, so it is important to have a legal instrument to do that.<\/p>\n<p><strong>What<\/strong> <strong>is<\/strong> <strong>wrong<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li>the Government has no authority to restrict human rights the way it has done in its resolution on declaring the lockdown<\/li>\n<li>lockdown restrictions introduced by the Government are characteristic of the emergency state rather than emergency situation, and the latter can be declared only via a presidential decree approved by the Parliament.<\/li>\n<\/ul>\n<p>\n\t\n<\/p>\n<\/div>\n<\/div>\n<h2>President issued a decree on improving higher education system in Ukraine<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision-maker:&nbsp;<\/strong>the President.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>students, university teachers, the Ministry of Education and Science, the Government, and the Office of the President.<\/p>\n<p><strong>What does it change<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"1\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"7\">\n<p>creates a Council on higher education development (an advisory and consultative body under the President);<\/p>\n<\/li>\n<li aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"2\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"7\">\n<p>sets for the Cabinet the following goals:<\/p>\n<p>?&nbsp;to approve a strategy on higher education development in Ukraine for 2021\u20142031<br \/>\n\t\t\t<br \/>?&nbsp;to approve state programs on research infrastructure development, renewal and expansion of dormitory network for students<br \/>\n\t\t\t<br \/>?&nbsp;create an action plan to promote natural sciences and mathematics<br \/>\n\t\t\t<br \/>? create and approve an action plan to promote Ukrainian higher education for foreign students.<\/p>\n<\/li>\n<\/ul>\n<p><strong>What is wrong<\/strong>:<\/p>\n<ul>\n<li>the President has no authority to influence state policies on education. <a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=ed425f96d0&amp;e=0ecd4b7163\">The Cabinet<\/a> is the only authority responsible for their implementation;<\/li>\n<li>the President has no authority to set goals for the Cabinet. The Cabinet is the highest body of executive power and the President has no direct authority over it.<\/li>\n<li>such presidential decrees may not be compatible with the educational reform implemented by the Government.<\/li>\n<\/ul>\n<p>\n\t\n<\/p>\n<\/div>\n<\/div>\n<h2>Olha Buslavets keeps her position as the Acting Minister of Energy<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision<\/strong><strong>&#8211;<\/strong><strong>maker<\/strong><strong>:<\/strong> the Government.<\/p>\n<p><strong>Who is affected:&nbsp;<\/strong>Ukrainian citizens, energy industry enterprises, the Ministry of Energy, the Government.<\/p>\n<p><strong>What<\/strong> <strong>does<\/strong> <strong>it<\/strong> <strong>change<\/strong><strong>:<\/strong> Olga Buslavets is still the Acting Minister of Energy.<\/p>\n<p><strong>What is wrong<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li>acting ministers have no authority to vote on Cabinet decisions and thus have no real decision-making power (the Cabinet is a collegial body).
