The President, on the other hand, has nothing to do with education;<\/li>\n<li>the Government and ministries form a separate branch of power (executive), so <em>de jure<\/em> the President has no power to give them instructions or set tasks.<\/li>\n<li>the President has no power to order the Cabinet or local government to pay for implementation of presidential strategies.<\/li>\n<\/ul>\n<p>\n\t\n<\/p>\n<\/div>\n<\/div>\n<h2>Ministry of Energy and Ministry of Environment separated<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision<\/strong><strong>&#8211;<\/strong><strong>maker<\/strong>: the Government.<\/p>\n<p><strong>Who<\/strong> <strong>is<\/strong> <strong>affected<\/strong>: the Government, the Minister of Energy and Environment Protection, apparatus of the Ministry, entrepreneurs and employees in the spheres of the energy industry and environmental protection, Ukrainian citizens.<\/p>\n<p><strong>What<\/strong> <strong>does<\/strong> <strong>it<\/strong> <strong>change<\/strong>: the Ministry of Energy and Environment Protection is divided in two: the Ministry of Energy and the Ministry of Environment.<\/p>\n<p>\n\t\n<\/p>\n<p><strong>What is right<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li>energy industry and environmental protection often clash with one another, so the Minister of Energy and Environment Protection always faced a possible conflict of interests in making a decision: to support the industry or to protect the environment;<\/li>\n<li>after the separation, the Minister of Energy will be able to concentrate on his strategic sphere while the new Ministry will stand for environmental protection and will balance the work of the Ministry of Energy.<\/li>\n<\/ul>\n<p><strong>What is wrong<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li>decision to join these two ministers was made in September 2019. Their separation in less than a year is yet another example of inconsistent decision-making by the Parliament: changes to architecture of the Cabinet were made to fulfill the promise from Servant of the People party election platform.<\/li>\n<li>it takes a long time to launch a new ministry. The Ministry of Environment will begin to work properly in half a year at best, after filling competitive positions within the Ministry, funds and property allocation, and legal entity registration. The state policy on environmental protection will be implemented with a significant delay.<\/li>\n<\/ul>\n<p><strong>What next<\/strong><strong>:<\/strong> Prime Minister Denys Shmygal has to propose a candidate for the Minister of Environment the Verkhovna Rada in the nearest future. For the meantime, the Government will appoint an acting minister.<\/p>\n<\/div>\n<\/div>\n<h2>StateGeoCadastre Chairman replaced<\/h2>\n<div class=\"block_text wrap\">\n<div class=\"container\">\n<p><strong>Decision<\/strong><strong>&#8211;<\/strong><strong>maker<\/strong>: the Government.<\/p>\n<p><strong>Who<\/strong> <strong>is<\/strong> <strong>affected<\/strong>: Ukrainian citizens, landowners, villagers, farmers, StateGeoCadastre employees, the Government.<\/p>\n<p><strong>What<\/strong> <strong>does<\/strong> <strong>it<\/strong> <strong>change<\/strong><strong>:<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=d7504a44da&amp;e=0ecd4b7163\">Denys Bashlyk<\/a> dismissed as the StateGeoCadastre Chairperson;<\/li>\n<li><a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=33cebb5b02&amp;e=0ecd4b7163\">Yulia Moroz<\/a> appointed as acting Chairperson;<\/li>\n<li>\u2018competition\u2019 (without exams) for the Chairperson position&nbsp;<a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=c3231340a8&amp;e=0ecd4b7163\">announced<\/a>.<\/li>\n<\/ul>\n<p><strong>What is wrong<\/strong><strong>:<\/strong> during the lockdown, the recently formed Government has the power to dismiss <a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=1483f5eb29&amp;e=0ecd4b7163\">virtually any civil servant<\/a> and instead contract new personnel via a \u2018competition\u2019 that is reduced to a job interview. In other words, the Government now has an opportunity to fire anyone and hire \u2018convenient\u2019 people. Withholding this information will substantially hinder watchdogs\u2019 work and will facilitate corruption.<\/p>\n<p><strong>What next<\/strong><strong>:<\/strong> according to the law&nbsp;<a href=\"https:\/\/centreua.org.us15.list-manage.com\/track\/click?u=0e9d6ee6b71a633cc0e1c6fc8&amp;id=0ead6e51e5&amp;e=0ecd4b7163\"><em>On concession<\/em><\/a>, the register is now managed by the Ministry of Economy, so the Government should urge it to publish information from the register of concession agreements in open data format.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>National strategy on safe educational environment approved Decision-maker: the President (via a decree).
