The programme covers four main areas: prevention, protection of victims, investigation of crimes, and institutional coordination;<\/li>\n<li>creates a comprehensive approach in place of piecemeal initiatives for individual groups, with a total of 74 specific measures \u2014 the only option capable of ensuring that perpetrators are held accountable, and not merely that victims receive assistance;<\/li>\n<li>introduces new instruments: the institution of an independent National Rapporteur on Combating Human Trafficking (an independent body or official who annually analyzes the situation, prepares reports, and publicly identifies problems in the state&#8217;s work, without being subordinate to those they scrutinize), a single digital IT platform for data exchange between all bodies involved, and a model for a state compensation mechanism for victims;<\/li>\n<li>sets specific targets to be achieved by 2030: up to 90% of applicants will receive official victim status; up to 70% of the population will know the signs of human trafficking; up to 50% of victims will seek assistance on their own initiative (rather than being identified by third parties), and up to 100% of them will receive assistance; up to 70% of criminal proceedings will result in a notice of suspicion;<\/li>\n<li>sets the volume of funding at UAH 141.57 million for 2026\u20132030, of which UAH 101.07 million (71% of the total) comes from local budgets and UAH 40.5 million from international technical assistance and other sources not prohibited by law.<\/li>\n<\/ul>\n<p><strong>What is right:<\/strong><\/p>\n<ul>\n<li>the shift from fragmented initiatives for individual vulnerable groups to a single programme covering prevention, protection, criminal prosecution, and coordination at once is well-founded, given the problem of the fragmentation of the previous approach identified in the programme itself;<\/li>\n<li>creating a comprehensive approach is the only option capable of ensuring that perpetrators are held accountable, and not merely that victims receive assistance;<\/li>\n<li>the separate emphasis on the risks of human trafficking heightened by the war is justified: the programme takes into account the forcible displacement of children, large-scale labor migration abroad, and the increased vulnerability of residents of frontline territories;<\/li>\n<li>the introduction of an independent National Rapporteur is a long-standing demand of international partners (GRETA, the annual TIP Report of the U.S. Department of State) that is finally gaining a legislative prospect: the programme instructs the Ministry of Social Policy to develop and submit a corresponding draft law;<\/li>\n<li>the development of a state compensation mechanism for victims is aimed at closing a gap in the legal framework of Ukrainian legislation.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Cabinet Order #875-r of September 3, 2026 Who is affected: people who have suffered from human trafficking, and high-risk groups (children, in particular those deported or forcibly displaced as a result of Russia&#8217;s aggression; IDPs; residents of frontline and liberated territories; labor migrants abroad; people with disabilities); the Ministry of Social Policy, Family and Unity [&hellip;]<\/p>\n","protected":false},"author":52,"featured_media":16654,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[262,259],"tags":[],"level":[],"area":[],"coauthors":[1039],"class_list":["post-16670","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-analysis","category-monitoring"],"acf":[],"aioseo_notices":[],"aioseo_head":"\n\t\t<!-- All in One SEO 5.0.1.1 -
