{"id":16517,"date":"2026-06-23T17:27:00","date_gmt":"2026-06-23T15:27:00","guid":{"rendered":"https:\/\/centreua.org\/?p=16517"},"modified":"2026-06-23T17:27:00","modified_gmt":"2026-06-23T15:27:00","slug":"providing-internally-displaced-persons-with-housing-in-rural-areas","status":"publish","type":"post","link":"https:\/\/centreua.org\/en\/monitoring\/providing-internally-displaced-persons-with-housing-in-rural-areas\/","title":{"rendered":"Providing internally displaced persons with housing in rural areas"},"content":{"rendered":"<p><a href=\"https:\/\/www.kmu.gov.ua\/npas\/pro-realizatsiiu-eksperymentalnoho-proektu-shchodo-zabezpechennia-vnutrishno-s751100626\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Resolution of the Cabinet of Ministers of Ukraine #751 of June 10, 2026<\/strong><\/a><\/p>\n<p><strong>Who is affected:<\/strong> internally displaced persons, local self-government bodies, military administrations, owners of housing in rural areas.<\/p>\n<p><strong>Summary:<\/strong><\/p>\n<ul>\n<li>launches an experimental project under which local self-government bodies purchase residential houses in rural areas and transfer them to IDPs for free use for a term of up to three years with the possibility of extension;<\/li>\n<li>establishes clear criteria for recipients:\n<ul>\n<li>the absence of one&#8217;s own housing in government-controlled territory, or confirmed destruction or damage of existing housing;<\/li>\n<li>the absence of state compensation or a housing voucher;<\/li>\n<li>the absence of expensive purchases, for example a car no older than five years or a land plot worth more than UAH 100,000, within the six months prior to the application;<\/li>\n<\/ul>\n<\/li>\n<li>defines priority categories for first settlement:\n<ul>\n<li>large families;<\/li>\n<li>people with disabilities and families with children with disabilities;<\/li>\n<li>orphaned children;<\/li>\n<li>elderly people;<\/li>\n<\/ul>\n<\/li>\n<li>prohibits the purchase of housing that requires major repairs, is not connected to electricity grids, or has no heating, and requires calculations regarding the possibility of maintaining it over three years;<\/li>\n<li>obliges unemployed able-bodied members of the household to register as unemployed or actively seek work within three months from the day of settlement, otherwise the agreement may be terminated;<\/li>\n<li>provides for an annual inspection of the condition of the transferred housing and the publication of all data on the implementation of the project in an open data format.<\/li>\n<\/ul>\n<p><strong>What is right:<\/strong><\/p>\n<p>The resolution offers a response to the problem in which cities are overloaded with IDPs while rural areas are depopulating. The combination of two flows \u2014 people seeking housing and empty houses in villages \u2014 is logical and potentially mutually beneficial.<\/p>\n<p>Free use removes the financial barrier for the most vulnerable families who cannot afford market-rate rent. The requirement regarding the quality of housing \u2014 connection to electricity grids, the presence of heating, the absence of any need for major repairs \u2014 protects against situations in which people are settled in unsuitable conditions.<\/p>\n<p>The provision on publishing data in an open data format is an important element of transparency: the public and journalists will be able to track how many houses have been purchased, at what prices, and for whom.<\/p>\n<p><strong>What is wrong:<\/strong><\/p>\n<p>A contract term of three years with the possibility of extension does not answer the key question: what happens after the end of martial law and the return to peacetime conditions?<\/p>\n<p>If a person has lived in a rural house for three to five years, integrated into the community, and their previous housing is still destroyed, the procedure provides no mechanism for transition to a more stable legal status.<\/p>\n<p>The search for housing effectively rests on the IDPs themselves together with the community, since the procedure does not define who compiles the register of properties available for sale, or how, which may turn the procedure into a chaotic search &#8220;through personal connections.&#8221;<\/p>\n<p><strong>Alternative solution:<\/strong><\/p>\n<p>The resolution needs a provision on the subsequent status of residents after the expiry of the contract: a priority right to social rental housing, participation in housing acquisition programs, or compensation mechanisms, depending on whether their previous housing has been restored.<\/p>\n<p>For the effective search for properties, it would be advisable to create a centralized register of houses in rural areas whose owners are ready to sell within the framework of the program; this would make the search transparent and equal for all participants, rather than dependent on personal connections.<\/p>\n<p><strong>What happened:<\/strong><\/p>\n<p>The resolution is the first attempt to systematically address the problem of the long-term resettlement of IDPs beyond large cities while simultaneously stimulating the revival of rural communities that are losing population.
