It is especially important due to possible attacks on the energy infrastructure of Ukraine.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">What is wrong<\/span><\/b><b><span data-contrast=\"auto\">: <\/span><\/b><span data-contrast=\"auto\">since there is no unified reconstruction plan, funds from the Fund are allocated ad hoc. As a result, they will be used with questionable efficiency and there are risks of power abuse. Because of the restrictions imposed under martial law, including the closure of state registers and restrictions on freedom of speech, media and NGOs cannot effectively control the use of public money by the Fund.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Alternative solution<\/span><\/b><b><span data-contrast=\"auto\">:<\/span><\/b> <span data-contrast=\"auto\">to develop a unified strategy for the reconstruction of Ukraine and plan the work of the Fund accordingly. Reconstruction should be timely, efficient, just, and data-driven.
