The government is accountable and acts effectively. Citizens know who is doing what and understand their responsibility.<\/p>

Problem description<\/h2>

The executive branch in Ukraine is ineffective – it is unable to develop and implement quality solutions to overcome social problems in the interests of citizens.<\/p>

\u00a0<\/p>

Decisions of the current state authorities often contradicted the Constitution or were made by authorities beyond their powers. During 2020, analysts of the Center of United Action recorded at least one such fact in each weekly analytical digest.<\/p>

Government decisions are not perceived by local executive authorities as mandatory. A vivid example is the varying effectiveness of the work of local executive authorities in the process of implementing the second stage of the healthcare system reform.<\/p>

The work of the authorities in Ukraine is not aimed at solving the problems of society regardless of the change of elites. 25-65% of citizens believe that the situation in the most problematic areas has only worsened during the year of the mono-government. And the way in which the authorities tried to solve the problems often did not take into account the interests of those groups that suffer the most from these problems.<\/p>

Citizens have irrelevant expectations from the work of various institutions, evaluate the actions and results of the authorities’ work disproportionately to their powers. Ukrainians were satisfied with Zelensky’s inadequate fight against COVID-19, while only a little more than a third of citizens expect anti-corruption bodies to fight corruption. As a result, the level of trust in government institutions in Ukraine is dangerously low: 17% trust the parliament, 18% trust the government, 14% trust the courts. And the level of trust in the president has fallen by 46% over the past year.<\/p>

Citizens do not form government during elections. Only 36.9% of citizens delegated authority to local authorities in 2020, and this is the lowest turnout in the history of Ukraine. In the inter-election period, citizens do not control the government \u2014 less than 10% officially complain about the results of the government’s work, and do not cooperate with the government \u2014 only 7% participated in discussing decisions over the past year. Citizens are inactive because they do not believe that their participation will bring changes and influence the situation. Moreover, 79.4% of citizens do not trust Ukrainian officials with whom they should interact most often.<\/p>

To create a public demand for effective government and increase public interest in interacting with it.<\/p>

  • Advocate for the adoption of the optimal executive power management system for Ukraine.<\/li>
  • The government solves social problems, balances the interests of different groups and implements the decisions made<\/li>
  • Create conditions under which political elites consider solving social problems as the only way to retain power.<\/li>
  • Introduce the practice of involving citizens and interest groups in the development of national policies.<\/li>
  • Introduce the practice of developing effective local policies in an inclusive manner.<\/li>
  • Introduce the practice of monitoring and evaluating the implementation of those elements of national policies in the development of which citizens and interest groups were involved.<\/li>
  • Increase the level of effectiveness of the development and implementation of local policies, in particular by monitoring and evaluating local policies.<\/li>
  • Citizens understand how the government works and what its powers are
    Increase the level of awareness of citizens about the powers of government bodies at different levels.<\/li>
  • Citizens influence the government: they form it in elections and participate in the decision-making process<\/li>
