The Cabinet created the Coordination center to help Ukrainians evacuating from the temporarily occupied territories and changed the procedure for providing financial assistance for evacuees and people living in the liberated territories. In addition, the Cabinet allocated funding to support businesses. 

Procedure for providing financial assistance to evacuees and people living in the liberated territories 

Cabinet resolution # 1195 of October 21, 2022

Who is affected: evacuees, people living in the liberated territories, the Ministry of Reintegration of Temporarily Occupied Territories, the Ministry of Defense, and oblast military administrations 

Summary of the resolution: 

  • introduces regulations on the usage of funding accumulated from charitable donations, humanitarian aid, grants, and presents on the current account of the Ministry of Reintegration of Temporarily Occupied Territories for the needs of evacuees and inhabitants of the liberated territories 
  • the allocated funding will be used for the following: 
    • one-off cash payments to the population evacuating from combat zones 
    • one-off cash payments to the population of the de-occupied territories 
    • procurement of food, baby food, drinking water, clothes, shoes, hygiene products, and drugs 
    • evacuation, transportation, and transfer of civilians from combat zones or potential combat zones 
    • establishment of places of compact living for IDPs 
    • transportation and storage of humanitarian goods 
  • distribution of funds will be conducted by the Ministry of Reintegration of Temporarily Occupied Territories, and actual payments will be made by the Ukrposhta 
  • the list of localities where population is eligible for assistance will be defined by a joint decree by the Ministry of Defense and the Ministry of Reintegration of Temporarily Occupied Territories based on proposals from oblast military administrations 
  • financial aid for people in the liberated territories and evacuees will consist of 3 thousand per child or a person with a disability, 2 thousand — for other persons. 

What is right: 

  • improves humanitarian situation in the liberated territories by covering the basic needs of the population 
  • creates minimal financial stimuli for people to evacuate from combat zones. 

Coordination center assisting Ukrainians trying to flee from the temporarily occupied territories or the territory of the Russian Federation via third countries

Who is affected: Ukrainian citizens in the temporarily occupied territories or on the territory of the Russian Federation, and government bodies 

Summary of the resolution: 

  • creates the Coordination center assisting Ukrainian citizens fleeing from the temporarily occupied territories or the territory of the Russian Federation. The Coordination center includes the following persons: 
    • the Deputy Prime Minister of Ukraine — the Minister of Reintegration of Temporarily Occupied Territories 
    • representatives of ministries and departments 
    • representatives of law enforcement agencies and the Security Service of Ukraine 
  • the Coordination center will work on the following tasks: 
    • ensuring coordination between government bodies to return Ukrainian citizens from the temporarily occupied territories and the territory of the Russian Federation via third countries 
    • looking for ways to support Ukrainian citizens in the temporarily occupied territories and the territory of the Russian Federation during their return to Ukraine 
    • assisting with the registration, issuance, exchange, transfer, and removal of IDs and documents confirming the citizenship of Ukraine for Ukrainians intending to leave the temporarily occupied territories or the territory of the Russian Federation. 

What is right: 

  • it will be easier for Ukrainian citizens to flee from the occupied territories and the territory of the Russian Federation via third countries. Currently, this is the only available way to leave the territories controlled by the enemy. 

Microgrants for starting or developing personal businesses 

Cabinet ordinance # 925-р of October 21, 2022 

Decision-maker: the Cabinet 

Status: the ordinance has been passed 

Who is affected: small businesses, persons intending to start their own businesses, unemployed persons, and the Ministry of Finance 

Summary of the ordinance: allocates 68 mln from the Government Budget’s Reserve Fund for microgrants available for starting or developing personal businesses. 

What is right: the introduction of financial stimuli for small businesses is a rational step toward the reorganization of the economy during wartime. This approach can achieve several objectives at once: to help people who lost their jobs due to the war to reorient themselves professionally; to boost the economy; and to decrease the pressure on the government budget by increasing the percentage of self-employed population.
